Agenda Item Brief: Facility maintenance is requesting authorization to enter into a two year contract and to spend $145,152.00 during the 2014 fiscal year to provide janitorial services in thirteen city facilities.


Background: This is a request to enter into a two year contract with provisions to extend for an additional three years with an allowance for an escalation of cost on an annual basis not to exceed 3%. Qual-Econ U.S.A. Inc. has performed these services for the City for several years and has exceeded our expectations. Last year Qual-Econ U.S.A. Inc. was underbid and lost the contract. When the new company failed to meet the requirements of their contract Qual-Econ U.S.A. Inc. was contacted and they were able to step in and take over the work to complete the term of the contract with minimal loss of service. Qual-Econ U.S.A. Inc. has a current contract out at TMWRF, and is just about to end a contract at Alf Sorenson Recreation Center. As Qual-Econ U.S.A. Inc. is currently in place in our facilities; entering into this contract will result in no loss of service, and minimal expense incurred due to FBI background checks.

Analysis: In sourcing this service, if approved, the City would be using the joinder provision allowed under NRS 332.195, and utilizing an existing contract that Washoe County has with Qual-Econ U.S.A. Inc. The contract that Washoe County has for Janitorial services is historically the most competitive. Utilizing the “joinder” provision allows the City to precisely define the services required while foregoing the need to formally bid the item. The contract is attached for your reference.

Alternatives: 1. Council could approve this contract as outlined by staff. 2. Council could disapprove this contract. 3. Council could direct staff to provide alternatives to this contract.

Recommended Motion: I move to approve entering into a two year contract with Qual-Econ U.S.A. Inc. with provisions to extend for an additional three years with an allowance for an escalation of cost on an annual basis not to exceed 3%.
