Agenda Item Brief: Consideration and possible award of the Oppio Pool Demolition Project, Informal quote to Reno Tahoe Construction Inc., in the amount of $ 81,089.00 This project will involve the demolition and removal of Oppio Pool.


Background: Oppio Pool was constructed in the spring of 1966. The facility has undergone several remodels and maintenance projects over the years, however new regulations and codes have changed and the site would require extensive remodelling in order to comply with the new regulations. Oppio Pool was closed in June 2011 due to inability to provide necessary upgrades to meet current regulations, lack of funding to provide ongoing maintenance and operations, and minimal use of facility from the public. It was also determined that Deer Park Pool was in close enough proximity to serve the residents of this area with a City pool facility. The existing Pool facility has not been used in the last several years, and has been an area that has experienced considerable graffiti and vandalism. Based upon these issues the City determined that it would be best served to demolish this facility. The Parks and Recreation Department is currently in the process of doing a comprehensive master plan of its parks facilities and future improvements may be developed at this site based upon that study. An environmental survey has been conducted on this facility by Wise Consultants, and minor asbestos abatement is scheduled to occur with a separate contract prior to this demolition contract.

Analysis: The scope of work for this project involves the removal of two buildings, concrete flat work, and existing pool to a depth of three feet. The site will then be replaced with select fill and decomposed granite. An environmental survey has been completed and all required permits are included within this contract. A separate contract utilizing specialty contractors to remove existing asbestos is under way. The cost for this abatement is $2,797.00. City crews have salvaged all useable items within the facility and the contractor will be responsible for salvage of the existing decorative fence. Six Local contractors were contacted on May 23rd and three quotes were received on June 5th. Attachment 1 is a recap of the quotes. Funding for this project comes from Parks Construction Tax District #1-Fund 1406. Reno Tahoe Construction is a local Sparks based business.

Alternatives: 1. City Council could approve the contract for the demolition of Oppio Pool, to Reno Tahoe Construction, in the amount of $81,098.00, as outlined by staff. 2. City Council could reject the contract for the demolition of Oppio Pool, to Reno Tahoe Construction, in the amount of $81,098.00, as outlined by staff, and provide direction to the City Manager.

Recommended Motion: “I move to award the Oppio Pool Demolition, informal quote to Reno Tahoe Construction Inc., in the amount of $ 81,089.”
