Title: Consideration and possible approval of reimbursement to the City of Reno in the amount of $131,440.30 for Sparks’ share of a bid awarded to Anchor Concrete by the City of Reno for upgrades to the concrete infrastructure at the Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council approve Sparks’ share of the contract between the City of Reno and Anchor Concrete for a contract to perform concrete structural improvements at TMWRF.
Financial Impact: There is no impact to the General Fund. $1,282,474.29 remains in appropriations in the 5-year Capital Improvement Plan (CIP) for the City of Sparks set aside for TMWRF Projects, CIP Number 13-6600. Budget will be reallocated from this generic project to specific TMWRF Structural Concrete Decking and Stairway Rehabilitation Project, in Fund 1631, Sanitary Sewer Capital Project Fund. The City of Reno will enter into an agreement with Anchor Concrete for up to $419,000.00 and will administer the project. Reimbursement will be sought from the City of Sparks for its share of expenses through the current cost sharing agreement for TMWRF capital projects, based on the ownership of TMWRF with the City of Reno being 68.63 %, or up to $287,559.70 and Sparks being 31.37%, or up to $131,440.30. Expenses will post to account 604090, TMWRF Construction using CIP 12-6602-101.

Agenda Item Brief: City staff is asking the City Council to approve reimbursement to the City of Reno in the amount of $131,440.30 for its share of a $419,000.00 contract administered by the City of Reno with Anchor Concrete to repair concrete structural deficiencies identified at the Truckee Meadows Water Reclamation Facility.


Background: The original structures at the Truckee Meadows Water Reclamation facility were constructed in the early 1960’s. Over the course of the last several years staff has observed major deficiencies in these older concrete buildings, tanks, walkways and tunnels. BJG engineering was contracted with to perform a condition assessment of the concrete structures at TMWRF. Their assessment was included in a risk- ranking that was performed on the entire facility and it was determined that the concrete deficiencies observed in the analysis were a safety hazard to personnel and jeopardized the long term viability of the facility. The deficiencies identified by BJG Engineering are being addressed in these repairs.

Analysis: Staff has determined that the structural deficiencies in the concrete decking and stairways along the original aeration basins and clarifiers need to be repaired. The concrete decking also serves as the roof structure for access and maintenance corridors below, and supports piping, conduits and mechanical equipment which are critical for the treatment processes. The needed repairs will address both the plant personnel safety issues as well as continued compliance with the TMWRF operating permit. The City of Reno will administer the contract and will be reimbursed for a portion of the costs by the City of Sparks through the Sparks – Reno cost sharing agreement for TMWRF. The City of Reno and the City of Sparks share the cost for this project based upon their ownership of TMWRF, which is 68.63% for Reno and 31.37% for Sparks. Based on the ownership percentages, Reno’s share is $ 287,559.70 and Sparks share is $ 131,440.30 (Attachment 1). Two responsive bids were received for this project: 1) Anchor Concrete @ $ 419,000.00 2) MKD Construction, Inc. @ $ 545,000.00

Alternatives: Council could direct staff to provide other alternative.

Recommended Motion: I move to approve that Council award the approval of reimbursement to the City of Reno for Sparks’ share of the concrete repairs in the amount of $ 131,440.30.
