Recommendation: Staff recommends City Council approve Nevada Seal and Pump to supply a clockwise impeller for one of the Truckee Meadows Water Reclamation Facility’s (TMWRF) Fairbanks Morse Raw Sewage Pumps.
Financial Impact: There is no impact to the General Fund. Remaining appropriations are contained in both the TMWRF operating budget and the estimated actual expenditures for Fiscal Year ending June 30, 2013 and will be reallocated for this capital acquisition. This expense will be charged to Account 604070, Capital Equipment and Furnishings, under program 131505, TMWRF Operations. Following the quarterly reconciliation of TMWRF operating expenses between the Cities of Sparks and Reno, affecting the Sanitary Sewer Operations Fund (1630), Sparks expects a reimbursement from the City of Reno based on the current ownership of TMWRF (31.37% for Sparks / 68.63% for Reno) as outlined in Attachment 1 and supported in the inter-local agreement for the operations of the facility.

Agenda Item Brief: City staff is asking the City Council to approve Nevada Seal and Pump to supply a clockwise impeller for one of Truckee Meadows Water Reclamation Facility’s (TMWRF) raw sewage pumps. TMWRF is currently performing preventative maintenance on all four raw sewage pumps and electric motors and replacement parts are needed to complete this project.


Background: The Truckee Meadows Water Reclamation Facility (TMWRF) utilizes four (4) Fairbanks Morse raw sewage pumps to pump incoming sewage from Reno and Sparks. Two pumps are normally in service and two pumps are available for redundancy. The influent contains abrasive materials which eventually erode away at the surfaces of the pump volute and impeller. The pumps are designed so that adjustments can be made to compensate for this wear up to a certain point and then replacement is required. Wear beyond the final adjustment points results in inefficient pumping and therefore additional electricity costs are incurred.

Analysis: Staff has determined that preventative maintenance needs to be performed on all four raw sewage pumps and 500 horse power electric motors. One clockwise and one counter-clockwise impeller are normally in TMWRF’s inventory to handle emergency repairs and routine replacement. Lead time to acquire replacement impellers is from three (3) to five (5) months. Due to the importance of the pumps to meet discharge requirements spare impellers are maintained in TMWRF’s inventory. Staff has used the clockwise impeller from stock while performing preventative maintenance on the pumps and a replacement is needed to replenish TMWRF’s inventory. Quotes from three (3) vendors were solicited and Nevada Seal and Pump was the low bidder.
