Recommendation: Staff recommends Council award the Fire Station #3 Roof Improvement Project, to D & D Roofing, Inc., in the total amount of $48,490.
Financial Impact: $110,000 of appropriations is contained in the 2012/2013 Capital Improvement Program for CIP 13-1042, Fire Station #3 Roof Replacement Project.

Agenda Item Brief: Consideration and possible approval of the Fire Station #3 Roof Improvement Project, to D & D Roofing, Inc., in the total amount of $48,490. The roof on Fire Station #3 is aging and areas of the roof have had leaks. In order to prevent the roof from deteriorating any further the City is performing preventative maintenance by overlaying the existing roof with a new TPO Membrane. Staff recommends approval.


Background: Fire Station #3 was originally built in 1988. In 1994 an early style Hypalon TPO membrane was applied over the entire roof. This membrane is nearing its 20 year life expectancy and is beginning to show signs of wear including leaks during inclement weather.

Analysis: The roof is still in fair condition, but is nearing its 20 year life expectancy and beginning to deteriorate rapidly. If left as is, leaks would become more widespread and damage to the foam underlayment and possibly areas of the building could occur. This would be more costly in the long term. In a move to be proactive, this project will include overlaying the existing membrane with a more durable 60 mil Johns Manville TPO, replacing five (5) skylights, removing an old inoperable solar hot water system, replacing parapet coping caps, properly sealing roof penetrations, and installing roof protection pads at access points and HVAC units. This project was estimated to be under $100,000 so an informal quote process was used to determine a contractor to perform the work. Informal Quotes were provided to three (3) contractors of which D & D Roofing, Inc. provided the low responsible quote, in the total amount of $48,490. Below is a recap of the quotes received: • D & D Roofing: $48,900 • Kodiak Roofing: $52,950 • Alpine Roofing: $53,818

Alternatives: 1. City Council could approve the Fire Station #3 Roof Improvement Project as outlined by Staff. 2. City Council could reject the Fire Station #3 Roof Improvement Project and provide direction to the City Manager.

Recommended Motion: I move to award the Fire Station #3 Roof Improvement Project, to D & D Roofing, Inc., in the total amount of $48,490.
