Title: Discussion and possible action on a City Council position to Senate Bill 457, which provides for all candidates for Council Member in Sparks to be elected in a general election by only the registered voters for the ward that a candidate seeks to represent.

Agenda Item Brief: The purpose of this agenda item is to allow the Mayor and City Council to discuss and possibly take a position on Senate Bill (SB) 457.


Background: SB 457 was introduced in the Nevada Senate on March 25, 2012, and was heard before the Senate Legislative Operations and Election Committee on April 2.

Analysis: Specifically for Sparks, the bill would amend the City Charter to provide that all candidates for Council Member must be elected in a general election by only the registered voters for the ward that a candidate seeks to represent. The adopted City of Sparks legislative platform does not address elections. The Legislative Committee felt it was appropriate to allow the entire Council to discuss and determine a position going forward. SB 457 is attached to this staff report
