Agenda Item Brief: Consideration and possible approval of a Professional Services Contract to Summit Engineering Corp. for civil engineering design, surveying and construction administration services to complete the Mary Wahl Drain Piping Project, in the amount of $26,090. This portion of the Mary Wahl Drain Ditch is a high maintenance section of the storm drainage system. This project will help minimize local flooding, reduce ditch maintenance costs and return useable land area to the property owners where the ditch is located. Staff recommends approval.


Background: The Mary Wahl Drain is a drainage ditch which passed through the Wahl Ranch to the Truckee River as early as the 1890’s. This drainage ditch is the second largest drainage ditch in Sparks after the North Truckee Drain. Today the ditch carries drainage flows originating from the northwest corner of Sparks, through the residential and industrial neighborhoods to outfall to the Truckee River on the east side of Marietta Way. Nearly all of the upstream drainage basin has been piped with the development and growth of the City.

Analysis: One section of the ditch which remains un-piped lies in the industrial area between Greg St. and Coney Island Drive. This area is part of the historic river flood plain which experiences localized flooding during rain storms and high water events in the Truckee River. The open drainage ditch occupies a strip of land 35 ft wide and a city block in length, passing through four (4) private industrial parcels. Since the ditch existed prior to the subdivision of these parcels, the drain ditch has prior right of use. Following the flood event of November 2012, City staff was directed by the City Manager to bring a project forward to finish piping the lower drainage ditch. This area was also identified for improvements within the 2011 City of Sparks Stormwater Basin Master Plan (2011, Atkins). Summit Engineering Corp. has provided a proposal to perform the engineering, surveying and construction administration work for the remaining un-piped portion of the ditch. Concurrent but separate of this project, the existing metal flap gate at the drain pipe outfall to the river is begin replaced with a new self-closing, rubber “duck bill” gate to minimize backflow from the river into the storm drain pipe.

Alternatives: 1. City Council could approve the attached Professional Services Contract, to Summit Engineering Corp., as outlined by Staff. 2. City Council could reject the attached Professional Services Contract, to Summit Engineering Corp., and provide direction to the City Manager.

Recommended Motion: “I move to approve the Professional Services Contract to Summit Engineering Corp. for Civil Engineering services to complete the Mary Wahl Drain Piping Project, in the amount of $26,090”.
