Agenda Item Brief: Consideration and possible award of the 5th Street Concrete Improvements, Bid No. 12/13-013, PWP-WA-2013-087 to WWW Construction Inc,, in the amount of $310,154.00. This project will replace the existing curb, gutter, sidewalks and driveways as well as street trees as requested. This work will occur on 5th Street from Wright Way to Victorian Way and from 4th Street to 6th Street. This project is fully funded by the City’s 2013 Community Development Block Grant.


Background: The 5th Street Pedestrian Improvement Project is based upon the City’s approved US Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Action Plan for 2012/2013. The Action Plan outlined the area between Victorian to Prater Way and Pyramid Way to 4th Street for pedestrian improvements. 5th Street was chosen as this year’s improvement area since 6th Street is currently in the process of having a feasibility study developed for various options due to its wider public right-of-way. The existing concrete and roadway infrastructure in this area was constructed in the early 1940’s. The concrete walkways and curbing have deteriorated over time and resulted in facilities that are in need of replacement. The existing sidewalks have exposed aggregates, missing and cracked panels causing hazards and resulting in a sidewalk that does not function as designed. The curb and gutter is detached from the walkways and does not drain as designed in many areas.

Analysis: The scope of work for this project involves the removal and replacement of existing curb, gutter, and sidewalk on 5th Street from Wright Way to Victorian Way and from 4th Street to 6th Street within the same boundaries. This project will replace the majority of the sidewalk and curbing in this area. Irrigation sleeves will be installed to accommodate any future irrigation within the parkway and some deciduous trees will be installed with this project. Funding for this project is provided by Community Development Block Grant funds. The project advertised in the Reno Gazette Journal on January 30, 2013 and copies were distributed to local plan rooms. A mandatory pre-bid meeting was held on February 7, 2013 and twelve contractors attended. Seven bids were opened at city hall on February 13, 2013. Bid results ranged in cost from $310,154.00 to $452,146.00.
