Agenda Item Brief: This agenda item follows the grant approval for the purchase of License Plate Reader technology. Lehr Auto is the sole source provider for Vigilant Solutions LPR technology. Vigilant Solutions was selected by regional law enforcement as the best LPR solution for the region. The Sparks Police Department was able to secure a grant from the State of Nevada, Office of Criminal Justice Assistance to purchase the initial technology and software. The police department will use drug forfeiture funds to purchase additional hardware for the system.
Background: The Sparks Police Department, in conjunction with the Reno Police Department and the Washoe County Sheriff's Office, determined that a regional approach was the best approach to utilizing license plate reader technology. Vigilant Solutions was selected as the LPR technology based on regional informational sharing while still allowing individual agency control over LPR data and implementation. The Sparks Police Department was able to secure a regional grant from the State of Nevada, Department of Public Safety, Office of Criminal Justice Assistance to purchase the base technology and initial hardware for each participating agency. The police department will be purchasing additional hardware for the system utilizing drug forfeiture funds.
Analysis: The use of LPR technology as an investigative tool has increased in recent years based on the reliability of the technology. Vigilant Solutions is the only LPR company to offer the National Law Enforcement Sharing Program. This technology is essential in taking a regional approach to LPR data and technology while still allowing individual agency control over implementation. The police department was able to negotiate a cost of lower than the State of California bid pricing. Lehr Auto is the sole source provider of Vigilant Solutions technology for the Northern California and Nevada region.
Alternatives: The Council may deny the purchase of Vigilant Solutions LPR data through Lehr Auto.
