Title: Consideration and possible approval to purchase 2013 Schwarze Street Sweeper truck from Schwarze and Municipal Maintenance Equipment in the amount of $230,325.00.

Agenda Item Brief: Fleet Services is requesting permission to purchase a 2013 Schwarze Street sweeper from Schwarze and Municipal Maintenance Equipment to replace 730B.


Background: A Federal CMAQ grant through the State of Nevada has allocated $705,500.00 to the City of Sparks for the purchase of equipment designed to reduce air pollution emissions. Fleet Services proposes to use some of these funds to replace a 2004 Tennant street sweeper, #730B which has been removed from service. 730B was over seven years old, and originally cost $184,409.48.This sweeper had excessive maintenance costs since new, Fleet services has spent $66,117 in maintenance and repairs during its life of 3360 hours with the City compared with a similar machine with 4420 hours we have spent $64,242. By using these grant funds to replace this sweeper the depreciation paid into the fund for the replacement of this sweeper will be saved. This new sweeper will be a different brand, and type of the sweeper it will replace and will meet all current EPA specifications for air Quality.

Analysis: This sweeper meets all of the standards that are set by FHA, and EPA. This is a different type of sweeper that we have owned in the past, it is a “dustless” vacuum unit and should compliment our post snow event sand sweeping efforts. In sourcing the vehicle, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing the vehicle utilizing the National Joint Powers Alliance (NJPA) contract with Schwarze and Municipal Maintenance Equipment. Utilizing the “joinder” provision allows the City to precisely define the vehicle needed while foregoing the need to formally bid the item.

Alternatives: 1. City Council could award the purchase of the 2013 Schwarze Street Sweeper from Schwarze and Municpal Maintenance Equipment as outlined by Staff. 2. City Council could reject the purchase and provide direction to the City Manager.

Recommended Motion: : I move to approve the purchase of a 2013 Schwarze Street sweeper from Schwarze and Municipal Maintenance Equipment in the amount of $230,325.00.
