Title: Consideration and possible approval of an Interlocal Agreement (ILA) between the Cities of Reno and Sparks with Desert Research Institute (DRI) for an in kind match of up to $55,840.00 on a Truckee River Fund grant received by DRI, for watershed monitoring services for Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council enter into an Interlocal Agreement between the City of Reno, the City of Sparks and the Board of Regents, Nevada System of Higher Education, on behalf of the Desert Research Institute.
Financial Impact: There is no impact to the General Fund. The Cities in kind match is up to $55,840.00. Laboratory staff time for the testing and analysis of the levels of metals in the Truckee River and coordination meetings will be tracked. Supplies used to perform analysis will use Account 603045- Supplies- Laboratory under program 1315015, TMWRF Laboratory. Following quarterly reconciliation of TMWRF’s operating expenses, affecting the Sanitary Sewer Operations fund (1630), Sparks is expecting reimbursement from the City of Reno based on actual flow splits provided by ADS Environmental as outlined in the inter local agreement for the operations of the facility, for the actual cost of this contract. The flow split for the most recent quarter, ending June 30, 2012, was 32.20% / 67.80% for the Cities of Sparks and Reno respectively and the approximate split is outlined. Agenda Item Brief: City Staff is asking the City Council to approve an Interlocal Agreement between the City of Reno, the City of Sparks and the Board of Regents, Nevada System of Higher Education, on behalf of the Desert Research Institute.


Background: The Truckee Meadows Water Reclamation Facility’s (TMWRF) permit NV0020150 requires active participation in overall watershed monitoring. In the past TMWRF has sampled and analyzed all requirements in attachment B of this permit. Desert Research Institute (DRI) can assume these permit requirement duties for up to $473,074.00 and has secured a $318,012.00 grant from the Truckee River Fund. The remaining $152,062.00, outlined in Table 2 below, comes in form of in kind matches from supporting agencies. In Kind Matches: $152,062.00 NDEP: $80,000.00 Cities of Reno/Sparks $55,840.00 Truckee River Flood $19,222.00 Management Authority In exchange for the transfer, TMWRF will begin analyses of 13 Truckee River Sites for 18 metals. The Truckee River Coordinated Monitoring Program (CMP) Memorandum is issued by the Nevada Division of Environmental Protection. CMP goals are to increase Truckee River monitoring efficiency and promote collaborative development of datasets on the watershed of the Truckee River. The actions of this Interlocal agreement will support these goals. These duties will begin in September of 2012 and continue through June 2013, unless an extension of funding is approved by the Truckee River Fund Board of Advisors or through an additional source.

Analysis: Staff has determined that the transfer of duties set forth by this agreement will result in an even exchange of time required to analyze the 13 Truckee River sites for metals, thus having minimal financial impact to TMWRF. The full effect of this agreement results in complete compliance of Exhibit A plus the addition of baseline data for Truckee River metal concentrations requested by NDEP.

Alternatives: City Council could direct staff to provide other alternatives.

Recommended Motion: I move to approve the Interlocal Agreement (ILA) between the Cities of Reno and Sparks with Desert Research Institute (DRI) for an in kind match of up to $55,840.00 on a Truckee River Fund grant received by DRI, for watershed monitoring services for Truckee Meadows Water Reclamation Facility (TMWRF).
