Agenda Item Brief: The Sparks Police Department with the Reno Police Department have been offered a commercial vehicle enforcement grant from the Federal Motor Carrier Safety Administration. The Reno Police Department is acting as the fiscal agent, and this interlocal agreement dictates the terms of the fiscal relationship between the two agencies with regard to this matter.


Background: For the past 3 years, the Sparks Police Department has jointly applied with the Reno Police Department for a Federal Motor Carrier Safety Administration, Motor Carrier Safety Assistance Program, High Priority Grant. The funds from this grant program are used by the agencies to provide for officer overtime to conduct commercial vehicle safety inspections, enforcement, and workzone traffic safety enforcement, and necessary training and equipment for the officers who work these assignments. This interlocal agreement creates a fiscal agreement between the agencies that defines how the funds will be used. The total value of the grant is $242,518 with the Federal portion being $194,014 and the local match total $48,504. Of the local match, the Sparks Police Department will be required to account for $8,246. This is a "soft" match, meaning it is not budgeted dollars, but any associated expense related to grant activities which can be counted as match. The Sparks Police Department meets the match requirement by providing vehicles and equipment for the use of officers working commercial vehicle enforcement activities and has had no difficulties meeting its portion of the match requirement in the prior years.

Analysis: The interlocal agreement and associated grant funds allow the Sparks Police Department to conduct needed safety enforcement that it otherwise would not have the resources to provide. Commercial vehicles, when not operated in compliance with safety regulations represent a serious hazard to public safety. These funds provide for safety inspections that remove unsafe vehicles and drivers from the public roadway. The grant also provides funds to have officers conduct traffic enforcement in workzones to increase the safety of the workers and the motoring public.

Alternatives: The City of Sparks can elect to decline the agreement and seek funding elsewhere for these activities.

Recommended Motion: Approve the interlocal agreement with the City of Reno pertaining to the use of grant funds associated with commercial vehicle enforcement.
