Financial Impact: This equipment purchase is approved by Council in the FY2012-13 CIP. Budget authority of $262,170.60 for the camera is available in the Program 13-6610 (Small Diameter Camera Upgrade). Budget authority of $30,000 for the software is available in Program 13-6503 (Sewer Rating Software Upgrade). To offset the shortfall of $11,865.90, $3,405.00 will be moved from Program 13-6610 (Small Diameter Camera Upgrade) and $8,460.90 from 13-6606 (Annual Sewer System Rehab).

Agenda Item Brief: This staff item is for purchase and upfit of a Panoramo 150 Mainline Inspection System and associated appurtenances (software, upfit, etc) through the HGAC list. The associated chassis was approved for purchase at the September 10, 2012 City Council meeting. Purchase of camera system and software was budgeted in the 2012/13 CIP. This inspection system will replace the City’s existing CCTV system, and will increase productivity and inspection quality. Staff recommends approval of this item.
Background: This request is for replacement of a CCTV Inspection system that is used to assess the condition of underground sewer and storm drain lines. It is critical that we get the best assessment possible in order to project capital improvement needs and remaining life expectancy for these systems. The technology that is available to assess these lines has improved significantly. The cost to modify the existing equipment has been investigated, and was found to be excessive. The decision was made to replace the entire vehicle and inspection system based on long term maintenance costs. Standard inspection (as has been performed by the City in the past) relies on closed-circuit television to capture and “code” defects in the pipe, and is subjective to the user’s experience and decisions at the time of inspection. If something is missed, it is almost impossible to reanalyze without re-inspecting the entire line which takes a significant amount of time. Additionally, “coding” defects while performing the televising of the line is slow. The technology being considered under this purchase captures pictures of the pipeline using a remote robotic camera system, and then processes the pictures into a seamless video using advanced software. This is substantially quicker to obtain in the field (40 feet/ second vs 10 feet / second). Coding under the proposed system can be performed at a later time, allowing field crews to focus on obtaining as much data as possible.
Analysis: In sourcing the Panoramo Inspection System, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing the inspection equipment, software, and upfit utilizing the Houston-Galveston Area Council (HGAC) procurement service. The vehicle chassis was purchased through the State of Nevada list at the September 10, 2012 City Council meeting using a similar process. These items were split as the vehicle chassis was a long-lead item, and required purchasing sooner to meet order cutoff dates with Ford Motor Company. The HGAC is a “government-to-government” procurement service available nationwide, and has been used by the City of Sparks in the past for specialized purchases. Utilizing the “joinder” provision allows the City to precisely define the vehicle needed while foregoing the need to formally bid the item.
Alternatives: 1. City Council could approve the purchase as outlined by Staff. 2. City Council could reject the purchase and provide direction to the City Manager.
Recommended Motion: I move to approve to purchase a Panoramo 150 Mainline Inspection System and appurtenances in the amount of $304,036.50.
