Recommendation: Staff recommends that the City Council award Bid #12/13-004, PWP #WA-2012-382, Victorian Square Events Plaza-Phase 3A Project, to Reno Tahoe Construction, Inc., in the total amount of $321,841.27.
Financial Impact: This project was approved by Council in the FY2011-12 CIP. Budget authority of $321,841.27 in FY13 for this project will be made available via a budget augmentation from FY12 fund balance. This will be encumbered using Account 604060 Program 12-4051 in Fund 1415.

Agenda Item Brief: Consideration and possible award of Bid #12/13-004, PWP #WA-2012-382, Victorian Square Events Plaza-Phase 3A Project, to Reno Tahoe Construction, Inc., in the total amount of $321,841.27. This project is the first phase of a two part project that will enhance the functionality of the Victorian Square Events Plaza. Staff recommends approval.


Background: The Victorian Square Events Plaza is the central location of events that occur on Victorian Avenue. This project will enhance the Events Plaza and allow better use of the area not only for summer events, but will create an area that is better suited for year round events. Based on direction by the Redevelopment Agency and the City Council in approving the FY 11/12 CIP, staff pursued design and bidding of the Victorian Square Events Plaza-Phase 3A Project. This is the first phase of a two phase project for Victorian Square Plaza.

Analysis: The Phase 3A Public Infrastructure Improvements Project includes removing portions of the existing corridor south of the Century Theatre between Victorian Avenue and Avenue of the Oaks. The existing Kiosk will be demolished, the existing electrical will be rerouted around the plaza to the nearest transformer on the west side of the plaza, and the plaza clock will be relocated to the south side of the plaza. New asphalt, concrete, and brick pavers will be installed and infrastructure for a future ice rink will be constructed which includes piping and a 600 amp ice rink service, along with a 400 amp sound stage service. The project was advertised in the Reno Gazette Journal on August 15, 2012 and copies were distributed to local plan rooms. Six (6) bids were opened at City Hall on September 5, 2012. Base Bid results ranged in cost from $321,841.27 to $391,444. The contract amount includes a force account of $20,000 to correct unforeseen conditions, if required. Reno Tahoe Construction, Inc. is the lowest responsive and responsible low bidder for this project with a base bid amount of $321,841.27. The quantity was changed from 2873 sq. ft. to 3254 sq. ft. per Addendum #2. Reno Tahoe Construction is still the low bidder with this error corrected. This correction is reflected in the attached bid recap.

Alternatives: 1. City Council could award the Victorian Square Events Plaza-Phase 3A Project, to Reno Tahoe Construction, Inc., as outlined by Staff. 2. City Council could reject the Victorian Square Events Plaza-Phase 3A Project, to Reno Tahoe Construction, Inc., and provide direction to the City Manager
