Title: Consideration and possible approval of a contract not to exceed $32,168.00 with Carollo Engineers for professional engineering services as a consultant in performing predesign work for a Digester Gas Conditioning system at Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council approve a contract with Carollo Engineers to perform predesign engineering services.
Financial Impact: This does not affect the General Fund. $139,950.00 of appropriations remains in the TMWRF operating budget for professional engineering support services during Fiscal Year 2012-2013. Expenses associated with the predesign work for the digester gas conditioning system are up to $32,168.00 and will post to Account 603235, Professional Services- Engineering, under program 131505, TMWRF Operations. Following quarterly reconciliation of TMWRF’s operating expenses, affecting the Sanitary Sewer Operations fund (1630), Sparks is expecting reimbursement from the City of Reno based on actual flow splits provided by ADS Environmental as outlined in the interlocal agreement for the operations of the facility, for the actual cost of this contract. The flow split for most recent quarter, ending March 31, 2012, was 32.53% / 67.47% and the approximate split is outlined as: Reno's Share is $21,70374 (67.74% and Sparks' Share is $10,464.26 (32.53%). Agenda Item Brief: City staff is asking the City Council to approve a contract with Carollo Engineers not to exceed $32,168.00 to provide professional engineering services in the predesign of a Digester Gas Conditioning system for TMWRF.


Background: The Truckee Meadows Water Reclamation Facility is a regional wastewater treatment utility. The anaerobic digestion process produces a considerable amount of beneficially reusable methane gas, or biogas. This gas, besides what is used for internal heating is flared off and the value is unclaimed. In addition to the waste of such a valuable product the flaring of the gas releases sulfur dioxide in quantities that have run the utility afoul of Washoe County Air Quality regulators. Only by proper conditioning of the gas generated at TMWRF can we begin mitigation of our air quality emissions. This conditioned gas can then serve the added benefit of providing a usable biogas for future cogeneration applications. The ESCO selection process recently completed by both cities outlines a progressive plan that places our regional utility in a position of being “grid-neutral” or in layman’s terms, no power costs (besides standby charges). Conditioning the biogas produced at TMWRF is the first step in achieving all of the aforementioned goals related to air quality and renewable energy generation.

Analysis: Staff has identified a need to contract with outside sources to perform predesign work on the gas conditioning system. Within the wastewater industry, the design of systems handling flammable gases in the quantities produced at TMWRF must be undertaken competently in each and every detail. We have chosen Carollo Engineers; this selection was based on their 30 year involvement with the design and operation of the TMWRF facility. They have been shareholders in every major expansion at TMWRF, and their familiarity with the processes inherent at TMWRF is unmatched. As the designers of the current gas handling system, a certain economy of knowledge is realized by utilization of the firm that holds the drawings and design specifications for the system that will ultimately be supplemented by this project.

Alternatives: City Council could direct staff to provide other alternatives.

Recommended Motion: : I move to approve a contract with Carollo Engineers in an amount not to exceed $32,168.00.
