Recommendation: Staff recommends that Council approves the purchase of this Ford vehicle in the amount of $34,425.00 from Ford Country
Financial Impact: $300.000.00 was budgeted in Fund 1631, Program 13-6610 (Small Diameter Camera Upgrade), for the purchase and “upfit” of this vehicle.

Agenda Item Brief: Equipment Services is requesting authorization to spend $34,425.00 to replace one vehicle for Public Works Maintenance. Staff recommends approval.


Background: This request is for replacement of a vehicle that is used to assess the condition of underground sewer and storm drain lines. It is critical that we get the best assessment possible in order to project capital improvement needs for these systems. The technology that is available to assess these lines has improved significantly. The cost to modify the existing equipment has been investigated, and was found to be excessive, and the decision was made to replace the entire vehicle based on long term maintenance costs. This purchase is for the vehicle chassis only, actual “upfitting” to include the camera system, computer, software, and appurtenances will be presented at a later date. Purchase of the chassis is a long-lead item for this project. This vehicle was not listed in the FY 2013 vehicle replacement program. The funds for this purchase are coming from Sewer CIP Equipment and Facilities. This vehicle will be included as part of the fleet and will be replacing vehicle # 487A.

Analysis: In sourcing the vehicle, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing the vehicles utilizing the State of Nevada bid. The State of Nevada bid has historically been the most competitive. Utilizing the “joinder” provision allows the City to precisely define the vehicle needed while foregoing the need to formally bid the item.

Alternatives: 1. Council could approve this purchase as outlined by staff. 2. Council could deny this purchase and provide direction to the City Manager.

Recommended Motion: I move to approve the purchase of these vehicles from Ford Country in the amount of $34,425.00
