Agenda Item Brief: The D’Andrea Planned Development Handbook allows those lots designated as Vicinato (LDR2) to take advantage of a special condition to reduce the side yard setback from 7.5 feet with a minimum of 20 feet between structures to 5 feet minimum with 15 feet between structures. This special condition must be approved “by the Design Control Committee (DCC), the Planning Commission, and City Council provided that there is a variety of approved architectural styles within the subdivision.” This request would provide the developer additional flexibility in terms of the product type offered within the Carrera Subdivision.
Background: The project is located in the D'Andrea Planned Development. On November 18, 2004, the Planning Commission forwarded a recommendation of approval of a tentative map to allow a 548-lot single family residential subdivision within the D'Andrea Planned Development. The City Council reviewed and approved the tentative map request on December 14, 2004. At this time, it was not anticipated that the developer would need to take advantage of the reduced setback exception within the D’Andrea Planned Development Handbook. Therefore, the reduced setback exception was never considered.
Analysis: Per the D’Andrea Planned Development Handbook, those lots designated as Vicinato (LDR2) can take advantage of a special condition that allows the side yard setback to be reduced from 7.5 feet with a minimum of 20 feet between structures to 5 feet minimum with 15 feet between structures. This special condition must be approved “by the Design Control Committee (DCC), the Planning Commission, and City Council provided that there is a variety of approved architectural styles within the subdivision.” The Carrera subdivision consists of 68 total lots. The developer has identified 38 lots where this special condition would need to be utilized. The developer is proposing to use 5 floor plans within the Carrera subdivision. All 5 floor plans have been previously approved by the Planning Commission. The D’Andrea Planned Development Handbook requires three different types of architectural styles, French Normandy, Northern Italian, and Craftsman. This provides for a total of 15 different elevations. In addition, the developer is proposing five unique color schemes per elevation which will further reduce the potential for repeat elevations. Given that the subdivision consists of 68 lots and there is limited potential for repeat elevations, staff believes the developer has adequately demonstrated that they are providing a variety of architectural styles. Staff recommends the Planning Commission forward a recommendation of approval to the City Council to allow for the developer to take advantage of the special condition to reduce the side yard setbacks within the Carrera subdivision.
Alternatives: The City Council may determine that there is not a variety of approved architectural styles within the subdivision and deny the request.
Recommended Motion: I move to approve the reduction of the side yard setbacks for the Carrera subdivision within Phase 3 of the D'Andrea Planned Development (PCN03080) pursuant to the requirements included in the D’Andrea Planned Development Handbook.
