Agenda Item Brief: Consideration and possible approval of the Senior Center Exterior Renovation Project, Bid No. 11/12-038, PWP-WA-2012-292 to Frank Lepori Construction, Inc., in the amount of $99,041. This project will entail modifications and repairs to the roof parapet walls, roofing, flashings, gutters, exterior stucco system and repainting to improve roof drainage patterns and to repair areas of exterior water damage. City staff recommends approval.


Background: The Sparks Senior Citizens Center was constructed in 1991 by the City of Sparks, on a corner of Church Park, to provide a facility in Sparks for the Senior Citizens programs administered by Washoe County. Washoe County Senior Services Department provides weekday meals, recreation and advisory programs to senior citizens in this facility. Sparks maintenance personnel provide the exterior maintenance of the facility and have made minor repairs as-needed over the last twenty years. Ponding water on the flat roof areas and ice have damaged the stucco at the front entry and parapet walls. This will be the first exterior renovation project for the building with a focus on improving the drainage patterns and water tightness of the exterior. Concurrent, but unrelated to this project, Washoe County is presently performing an interior renovation project in this building to improve handicap access, replace carpeting and re-paint.

Analysis: The project was initially advertised as requiring a mandatory pre-bid meeting attendance in the Reno Gazette Journal on May 23, 2012 and copies were distributed to local plan rooms. At the end of the first week of the bidding period only one general contractor had purchased plans for the project. Given the low response to the bid advertisement, the bid was cancelled. The project was re-advertised on June 20, 2012 in the Reno Gazette Journal and copies were distributed to local plan rooms. Four (4) bids were opened at City Hall on July 11, 2012. The base bids range in cost from $87,921 to $93,947. The contract amount includes a force account of $8,000 if required to correct unforeseen conditions. There is also an alternate bid item in this project to provide an additional 1,000 sf of stucco finish if needed. No arithmetic errors or irregularities were found in the bids. This project was advertized and is being awarded based upon the low bid for the base bid work. Bid documents clearly stated that the ranking and evaluation of the low bidder would be performed, using the base bid amount. This is done in order to guard against the potential for contractors to bury extraordinary profit in “alternate” items as well as guard against any accusation of “cherry-picking” bidders based on selective mathematical evaluation by the City. Although the alternate item is also recommended for award, there is low expectation that all of this alternate work will be needed to complete the project. Frank Lepori Construction, Inc., is the responsive low bidder for this project in the amount of $99,041.00 using the criteria the City defined. A recap of the bids follows. Alternatives: 1. City Council could approve the Senior Center Exterior Renovation Project as outlined by Staff. 2. City Council could reject the Senior Center Exterior Renovation Project and provide direction to the City Manager.
