Title: Consideration and possible acceptance of the Recreational Trails Program Project Agreement #2012-14 between the City of Sparks and the State of Nevada, Division of State Parks.

Recommendation: That the Council accept this Recreational Trails Program Project Agreement between the City of Sparks and the State of Nevada, Division of State Parks.

Agenda Item Brief: Acceptance of this project agreement will enable the Sparks Parks and Recreation Department to provide new trail construction, maintenance of current trails & trailhead, provide prefabricated vault toilets, parking lot improvements and signage within the Wedekind Regional Park.


Background: On September 28, 2010, staff did a presentation to the State of Nevada, Division of State Parks requesting a trails grant to further develop the Wedekind Regional Park. The Grant was awarded for Phase I. The total project cost is $86,425 with the Federal Grant Share being 79% or $68,500 and the City's Matching Share being 21% or $17,925. This phase is expected to be complete by August 31, 2012 Staff recently applied for another Trails Grant for a total project cost of $102,242 for Phase 2. Upon approval, the City of Sparks will be awarded $82,242 (80%) with a matching share of $20,000 (20%). The match will be provided through staff time spent on the project.

Analysis: As stated in the agreement attached, the Scope of Work is to include the following: New trail construction, maintenance of current trails & tralhead, provision of prefabricated vault toilets, parking lot improvements and completion of interpretive signage within the Wedekind Regional Park located on the East side of Pyramid between Queen and Disc Drives. As the project sponsor, City staff agrees to submit quarterly progress reports and requests for reimbursement. These reports will be submitted to the Nevada Division of State Parks on the forms provided by the Division on the dates listed in the agreement, in accordance with Nevada's FY2010 Recreational Trails Program Manual. This grant is to be completed by December 31, 2013.

Alternatives: The Council may elect not to accept this Recreational Trails Program Project Agreement #2012-14 between the City of Sparks and the State of Nevada, Division of State Parks.

Recommended Motion: That the Council accept this Recreational Trails Program Project Agreement between the City of Sparks and the State of Nevada, Division of State Parks.
