Agenda Item Brief: The City has received a request to consider revising the recreational vehicle code to be consistent with the definition of a recreational vehicle found in NRS by increasing the period of time a recreational vehicle can occupy any recreational vehicle park. This item provides the City Council the opportunity to direct staff to research and prepare a code amendment for future consideration.
Background: The Sparks Municipal Code currently restricts the number of consecutive days and the number of days within a 3 month period that a recreational vehicle can occupy any recreational vehicle park. The current limit is 25 consecutive days and not to exceed fifty (50) days within a three month period. The City has received a request to consider revising the code to be consistent with the definition of a recreational vehicle park found in Section 40.215 of Nevada Revised Statutes. The statute defines a recreational vehicle park as “an area or tract of land where lots are rented or held out for rent to accommodate a recreational vehicle overnight or for less than 3 months.” This item would direct staff to research and review the period of time a recreational vehicle is permitted to occupy any recreational vehicle park within the City of Sparks, and other changes that may be needed, and prepare a code amendment for future City Council consideration.

Alternatives: The City Council may determine this request to be inappropriate and decide not to direct staff to prepare a Code Amendment.
Recommended Motion: I move to direct staff to initiate a code amendment to Title 20 (Zoning Code) of the Sparks Municipal Code to review the period of time a recreational vehicle is permitted to occupy any recreational vehicle park within the City of Sparks and providing other matters properly relating thereto.
