Agenda Item Brief: Consideration and possible approval of Bid #11/12-039, PWP #WA-2012-294, Municipal Court Courtroom Renovations Project, to Reyman Brothers Construction, Inc., in the total amount of $364,200. The courtrooms at the Sparks Municipal Court are out dated and lack functionality and are not ADA compliant. This project will improve safety, efficiency, lighting, functionality, and provide ADA accessibility for the two courtrooms. Staff recommends approval.
Background: The Sparks Municipal Court was originally constructed in 1985 and most furnishings and finishes are original items. The placement of the existing benches is congested, has poor access, is not ADA accessible, is uncomfortable, and difficult to clean. The judicial benches, clerk workspace, and witness stand do not use the space efficiently and there is a poor line of site between these areas. The paneling behind the judicial benches continues to come off the wall and the lighting is inadequate. All of these things contribute to the need to renovate the two courtroom facilities.
Analysis: The bid provides a full remodel of the two (2) court rooms at the facility and will provide ADA accessibility along with new lighting, carpeting, casework, wall wainscoting, and ceilings tiles. The project was advertised in the Reno Gazette Journal on May 30, 2012 and copies were distributed to local plan rooms. Six (6) bids were opened at City Hall on June 20, 2012. Base Bid results ranged in cost from $364,200 to $468,977. The contract amount includes a force account of $10,000 to correct unforeseen conditions, if required. Reyman Brothers Construction, Inc. is the lowest responsive and responsible low bidder for this project with a base bid amount of $364,200. These projects will be reallocated in the FY 14 Capital Improvement Plan- Municipal Court Administrative Assessment Fund 1208.
Alternatives: 1. City Council could approve the Municipal Court Courtroom Renovations Project, to Reyman Brothers Construction, Inc., as outlined by Staff. 2. City Council could reject the Municipal Court Courtroom Renovations Project, to Reyman Brothers Construction, Inc., and provide direction to the City Manager.
Recommended Motion: “I move to award Bid #11/12-039, PWP #WA-2012-294, Municipal Court Courtroom Renovations Project, to Reyman Brothers Construction, Inc., in the total amount of $364,200.”
