Recommendation: Staff recommends that the Council award the Truckee River Backflow Prevention Project – Sites 2 and 4, Bid Number 11/12-037, PWP WA-2012-291 to WWW Construction in the amount of $131,820.00.
Financial Impact: Truckee River Backflow Prevention Project – Sites 2 & 4 is an FY13 approved CIP. $131,820 is available and will be encumbered using Account 604130, Program 13-6807.

Agenda Item Brief: Consideration and possible award of the Truckee River Backflow Prevention Project – Sites 2 and 4 to WWW Construction in the amount of $131,820.00. The project consists of two sites located on the northern bank of the Truckee River. This project shall consist of replacing the existing headwalls and aprons and installing Tideflex backflow prevention devices to protect upstream property from flooding during a Truckee River event. Staff recommends approval.


Background: Sites 2 & 4 of the Truckee River Backflow Prevention Project are two of the of the three remaining of a total of eleven storm drain outfalls to the Truckee River to be modified with improved backflow modification. Site 2 and Site 4 are both located on the northern bank of the Truckee River in Sparks. Site 2 is located just east of the extension of Linda Way to the river. Site 4 is located just west of the McCarran Boulevard bridge. The outlet structure at Site 2 has experienced erosion along the bank of the river that has led to structural damage. The headwall has fallen forward and partially separated from the existing pipe. Site 4 is partially submerged year round and the existing flapgate was removed some time ago. This project shall consist of replacing the existing headwalls and aprons and installing Tideflex backflow prevention devices to protect upstream property from flooding during a Truckee River event. The Engineer’s Estimate for the improvements is $189,225.

Analysis: The project advertised in the Reno Gazette Journal on May 30, 2012 and copies were distributed to local plan rooms. Four bids were opened at city hall on June 19, 2012 at 2:00 P.M. Bid results ranged in cost from $131,820 to $186,186. Alternatives: 1. City Council could award the Truckee River Backflow Prevention Project – Sites 2 & 4 as outlined by Staff. 2. City Council could reject the Truckee River Backflow Prevention Project – Sites 2 & 4 and provide direction to the City Manager.

Recommended Motion: “I move to award the Truckee River Backflow Prevention Project – Sites 2 & 4, Bid Number 11/12-037, PWP WA-2012-291 to WWW Construction in the amount of $131,820.00.”
