Title: Consideration and possible award of the Pah Rah All Abilities Playground Project, Bid No. 11/12-036, PWP-WA-2012-290 to Reno Tahoe Construction, in the amount of $136,829.33.

Recommendation: Staff recommends that Council award the Pah Rah All Abilities Playground Project, Bid No. 11/12-036, PWP-WA-2012-290 to Reno Tahoe Construction, in the amount of $136,829.33.
Financial Impact: $99,937.98 of appropriations remains in the 2011/2012 Capital Improvement Program (CIP) under CIP 123003, Pah Rah Play Structure Replacement Project in the Recreation & Parks District 2 Fund (1407). Another $36,891.35 has been re-allocated from Appropriations for Unexpected Park District 2 Projects, CIP 12-3000 to fund this project. There is no General Fund impact. Construction expenses will post to Account 604060, Site Improvements using Project 12-3003-103.

Agenda Item Brief: Consideration and possible award of the Pah Rah All Abilities Playground Project, Bid No. 11/12-036, PWP-WA-2012-290 to Reno Tahoe Construction, in the amount of $136,829.33. This project will construct the Pah Rah All Abilities Playground which includes grading, concrete, installation of sixteen pieces of play equipment, and a shade structure. Staff recommends approval.


Background: In May 2011 City Council approved the 2011/2012 Capital Improvement Plan which included designing and building an “All Abilities” Playground at Pah Rah Park in Park District No. 2. Parks staff networked with the Washoe County School District and looked at schools with special needs programs. Pah Rah Park not only had an expansive available space to create such a play area but also fell within a central location to the Washoe County Schools and their programs at Marvin Moss and Bud Beasley. On April 23, 2012 City Council approved the purchase of the play equipment to be installed as a part of this construction bid.

Analysis: The project advertised in the Reno Gazette Journal on May 30, 2012 and copies were distributed to local plan rooms. One addendum was issued during the bid. Five bids were opened at City Hall on June 14, 2012 at 2:00 P.M. Bid results ranged in cost from $136,829.33 to $163,069. Below is a recap of the bids: •Reno Tahoe Const. $136,829.33 •West Coast Paving $147,000 •Stampede Const. $148,655.55 •Gerhardt & Berry $161,831.40 •Garden Shop Nursery $163,069 It should be noted in Staff’s review of the bids submitted; two math errors were noted with submitted bids and are reflected in the attached bid recap.

Alternatives: 1. City Council could award the Pah Rah All Abilities Playground as outlined by Staff. 2. City Council could reject the Pah Rah All Abilities Playground and provide direction to the City Manager.

Recommended Motion: I move to award the Pah Rah All Abilities Playground Project, Bid No. 11/12-036, PWP-WA-2012-290 to Reno Tahoe Construction, in the amount of $136,829.33.
