Background: July 23, 1990 - the City of Sparks and the County of Washoe entered into an Interlocal Governmental Agreement (IGA) regarding the Sparks Senior Citizens Center. July 25, 2011 - Amendments to the IGA were approved by City Council. The amendment was necessary due to budget reductions and the Washoe County Senior Services (WCSS) had been unable to provide permanent staff on site since July 1, 2010. The purpose of the amendment in July, 2011 was to maintain access to the Sparks Senior Citizens Center, programs and services that would keep seniors independent and active members of our community. The City and WCSS have worked together to enhance programming and increase services. However, the shared conclusion is that there does not appear to be a growing demand for this facility in the past year. On most days of the week, the facility is empty from 3:00 - 5:00 p.m.

Analysis: Currently, the center operates Monday - Friday from 9:00 a.m. - 5:00 p.m. Since August, 2011, the City of Sparks has maintained this schedule with existing full-time staff and the hiring of one part-time position (for front counter/reception from 1:00 - 5:00 p.m.). The existing volunteers have continued to be utilized for front counter/receptionist duties during the morning shift and supervised by WCSS. As much as staff wanted this co-operational agreement to work, it is staff's conclusion that it should be all or nothing when it comes down to who programs/operates the facility. With two entities involved, it is confusing to the public when it comes to policy enforcement, supervision and decisions. Afternoon programs scheduled by city staff have not been attended and in some cases, participants interfered with staff's attempts. If the proposed IGA amendment is rescinded and the IGA is returned to it's original format, the Sparks Senior Center will close as early as 1:00 p.m. effective October 1, 2012 per WCSS. In light of the direction to close the doors at 1:00 p.m., the City of Sparks and WCSS will work together to relocate the few afternoon programs as necessary. City staff has determined that the current agreement with the 2011 amendment is not in the best interest of staff time, resources or city finances at this time.

Alternatives: The Council may elect to: * Rescind the amendment to the IGA; * Not rescind the amendment to the IGA.

Recommended Motion: I move that the City Council rescind the amendment to the Interlocal Governmental Agreement for the Sparks Senior Citizens Center dated July 25, 2011 between Wahsoe County and the City of Sparks thereby returning to the original agreement dated July 23, 1990 defining each agency's role in the center's operations located at 97 Richards Way.
