Title: Consideration and possible approval of a purchase in the amount of $37,655.46 from Ferguson Enterprises, Inc. to supply stainless steel pipe and installation tools for the Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council approve a purchase from Ferguson Enterprises, Inc. in the amount of $37,655.46.
Financial Impact: There is no General Fund impact. Cost associated with this fiscal year is up to $37,655.46. This expense will be charged to TMWRF, Fund 5605, Account 604070, Capital Equipment and Furnishings, under Program 131510, TMWRF Maintenance. Following quarterly reconciliation of TMWRF’s operating expenses, affecting the Sanitary Sewer Operations fund (1630), Sparks is expecting reimbursement from the City of Reno based on ownership (68.63% City of Reno – 31.37% City of Sparks) with the City of Sparks share being up to $11,812.52.

Agenda Item Brief: City staff is asking the City Council to approve a purchase from Ferguson Enterprises, Inc. to provide stainless steel pipe and installation tools for repairs to the piping in the Post Aeration tanks
Background: The Truckee Meadows Water Reclamation Facility (TMWRF) discharge permit requires that the effluent leaving the facility has a dissolved oxygen content of at least 5 mg/l. In order to meet this requirement air is added in the Post Aeration basin prior to discharge to the Truckee River. During the process of adding air in Post Aeration a layer of foam builds up on the surface. The Nevada Department of Environmental Protection has requested that TMWRF repair the spray bar system to reduce the foam on the tank.
Analysis: TMWRF has determined that the solution to reducing the foam is to repair and update the spray bar system with new stainless steel pipe and updated foam reducing spray nozzles. This contract is for the acquisition of the materials to perform this work. Bids will be solicited for the installation of the materials. Two bids were received for this contract and Ferguson Enterprises was the low bidder. Ferguson Enterprises, Inc.: $37,655.46 Reno Windustrial Company: $38,866.60
Alternatives: City Council could recommend that staff look at alternative options.
Recommended Motion: I move to approve the purchase to supply stainless steel pipe and installation tools for the Truckee Meadows Water Reclamation Facility from Ferguson Enterprises Inc. in the amount of $37,655.46, with the City of Sparks share being $11,812.52.
