Agenda Item Brief:

Sparks Police Department is requesting authorization to purchase ten (10) dispatch consoles from Watson Furniture Group for a cost of $203,699.50. The dispatch center is undergoing a remodel and expansion to allow for additional dispatch consoles. The current dispatch consoles have been in use for eighteen years and need to be replaced. Purchasing ten (10) dispatch consoles will include the replacement of the six (6) consoles currently in use and will add four (4) additional consoles.

Background:

Sparks Emergency Communications is being expanded and updated to accommodate the needs of the growing dispatch center. The current dispatch center includes six (6) dispatch consoles that have been in use for eighteen years and need to be replaced. Purchasing ten (10) dispatch consoles will include the replacement of the consoles currently in use and will add four (4) additional consoles.

Dispatch consoles are specialized equipment that require electrical grounding, internal power outlets, CPU ventilation, and dedicated cabling channels. Dispatch consoles must be proven to withstand 24/7 use and must meet  safety requirements for Stability/ Mechanical Strength, Fire Resistance, and Power/Lighting/Electrical Safety.

Analysis:

A request for proposals (RFP #20/21-010) for new dispatch consoles was advertised on February 3, 2021. Three (3) proposals were received. A qualified group of City employees reviewed and ranked the proposals using several criteria. Based on that ranking, staff selected Watson Furniture Group as the vendor. Watson Furniture Group proposed to supply and install ten dispatch consoles for $203,699.50.

Alternatives:

1. City Council may approve the purchase of ten (10) dispatch consoles from Watson Furniture Group.

2. City Council may reject the proposal and give further direction to the City Manager.

Recommended Motion:

I move to approve the purchase of ten (10) dispatch consoles for Sparks Emergency Communications dispatch center from Watson Furniture Group in the amount of $203,699.50.
