Agenda Item Brief:

The City of Sparks and the State of Nevada currently have an agreement for assistance with fighting wildfires. The current contract will expire on June 30, 2021. This new contract would take effect on July 1, 2021, and expire on June 30, 2023. The cost for each year of the two-year contract is $45,596.00. 



Background:

The Sparks Fire Department maintains cooperative agreements with local, state, and federal fire agencies to provide resources to assist each other with emergencies that exceed the capabilities of a single agency. One such agreement is with the State of Nevada Department of Conservation and Natural Resources, Division of Forestry (NDF).

The original version of this agreement was signed just after the S Fire in July 2016. The City of Sparks and NDF entered into similar agreements in 2017 and 2019. This program is not only beneficial for wildland fires but other emergencies in which the City of Sparks is in need of NDF assistance.

If City Council approves the agreement, the agreement will then be sent to the State of Nevada for approval. The new agreement would be effective for two years, from July 1, 2021, through June 30, 2023.



Analysis:

Cooperative agreements are crucial in mitigating emergencies that exceed the capabilities of a single agency.  Sparks Fire Department and NDF renewed an effective working relationship after the S Fire in 2016. This contract would ensure this relationship continues.



Alternatives:
  1. City Council may approve the interlocal contract as recommended by staff.
  2. City Council may reject the interlocal contract and give further direction to the City Manager.


Recommended Motion:

I move to approve the interlocal contract (AC-5754) between the State of Nevada and City of Sparks for assistance in fighting wildland fires from July 1, 2021, through June 30, 2023, in the amount of $45,596.00 per fiscal year or a total amount of $91,192.00.
