Agenda Item Brief:

Fleet Services is requesting approval to purchase four upfitted vehicles in the total amount of $230,051.72 as part of the FY2020 and FY2021 Vehicle Replacement Programs approved by Council on May 28th, 2019, and May 26, 2020.  If approved, the City will join with the State of Nevada utilizing Contract #99SWC-NV19-2037.



Background:
Fleet Services is requesting approval to purchase four upfitted vehicles as part of the FY2020 and FY2021 Vehicle Replacement Programs approved by Council on May 28th, 2019, and May 26, 2020, in the total amount of $230,051.72. 
 
Unit 4713 is the replacement for 442D. 442D has reached the end of its service life and this type of vehicle no longer meets the needs of the City. The duties within traffic paint and signs have changed over the last few years and this replacement is for a vehicle purpose built for sign installation. Unit 4713 is a C450 Chevy Crew Cab 4WD with a duty-specific utility bed. It was designed and scheduled for purchase in FY2020 but was postponed due to insufficient funds for the purchase. In 2018, Fleet Services estimated the purchase price at $80,000. That amount was budgeted for the replacement vehicle in FY2020 Motor Vehicle Fund 1702. When staff solicited for quotes in FY20, the price far exceeded the budgeted amount. Fleet Services delayed the purchase until complete funds were available. $80,000 of budget authority is currently available in 20-7500O and Fleet Services plans to use a portion of the $75,000 in Program 21-7500-S to complete this purchase. The total purchase price will be $118,079.25. 
 
Units 4256 and 4257 are replacing units 438C and 470A, which have reached the end of their service lives.  The purchase price  for each unit is $38,387.61. The replacement units are Chevy 1-ton utility bodies and will be assigned to the Parks section.
 
Unit 3010 is replacing Unit 314A within the Fire Department. The replacement vehicle will be a Chevy 2500 4WD pickup. The purchase price is $35,197.25. The current vehicle does not meet the Fire Department’s needs and Fleet Services will look to repurpose the vehicle within the City’s fleet. 


Analysis:

The City will be utilizing the “joinder” provision allowed under NRS 332.115. Specifically, the City will be using contract #99SWC-NV19-2037 between the State of Nevada and Champion Chevrolet to purchase these vehicles. The State of Nevada’s bid represented a high-quality product, and the City can join this contract and leverage those prices to the City's benefit. This $230,051.72 expenditure will allow staff to purchase the appropriate equipment needed for the City of Sparks.



Alternatives:
  1. City Council may approve this purchase as outlined by staff.
  2. City Council may deny this purchase and provide direction to the City Manager.

I move to approve an expenditure of $230,051.72 to purchase four vehicles from Champion Chevrolet utilizing the joinder bid from the State of Nevada vehicle contract #99SWC-NV19-2037.
