Agenda Item Brief:

The Preventative Maintenance Patch Project will permanently patch City-owned streets that are on the schedule for the next preventative maintenance project. The patching work must be completed before any type of slurry seal application can be placed. The project was advertised on March 3, 2021. The City of Sparks received two (2) qualified bids for this project.  Sierra Nevada Construction submitted the low bid, on March 18, 2021, in the amount of $364,007.00. 



Background:

The City of Sparks strives to keep streets on a consistent preventative maintenance schedule. Proper preventaive maintenance can extend the life expenctancy of the roadway surface and therefore lengthen the longevity of the asphalt. Streets identified for inclusion on upcomong preventative maintenance projects are inspected to determine if any patching is needed before slurry seal type applications. The Preventative Maintenance Patch Project will permanently patch City-owned streets that are on on the schedule for the next preventative maintenance project. The patching work done through this project must be completed before any type of slurry seal application can be placed. The streets involved in this project are in the vicinity of Canyon Parkway, Culpepper Drive, and San Marino Drive. 



Analysis:
The City of Sparks received two (2) qualified bids for this project. Bids were received March 18, 2021, at 1:45 p.m. and opened at 2:00 p.m. 
 
A summary of the qualified bidders is shown below:
 
Engineer's Estimate $455,565.00
Sierra Nevada Construction $364,007.00
West Coast Paving $379,888.00
The contract is attached for review and discussion. 


Alternatives:
  1. City Council may approve the project contract as outlined by staff.
  2. City Council may reject the proposed project contract and provide direction to the City Manager.


Recommended Motion:

I move to approve the construction contract (AC-5746) with Sierra Nevada Construction for the 2021 Preventative Maintenance Patch Project, Bid No. 20/21-015, PWP#WA-2021-189, in the amount of $364,007.00.
