Agenda Item Brief:

Staff is requesting City Council approve the reimbursement to the City of Reno for the City of Sparks’s share of a construction contract for the recoating and repair of the top deck of the TMWRF aeration basins. The TMWRF top deck is a concrete surface that has been in service for more than 20 years. It lacks adequate protection against weather and erosion from the corrosive environment of the wastewater plant.  The proposed project will remove the top wear surface from the concrete, prepare and recoat it with an appropriate wear surface, and make incidental repairs where needed.



Background:
Coatings on concrete degrade over time with exposure to UV light from the sun, industrial equipment, and foot traffic. Once the coating’s deeper layers have been compromised there is no maintenance that can be done to salvage the coating and protect the underlying concrete. 
 
An evaluation of the top deck concrete at Truckee Meadows Water Reclamation Facility (TMWRF) was performed in 2019.  This analysis indicated all the existing coatings observed at the top deck areas at TMWRF are past their end of life. Large areas of coatings are relatively easy to replace because of machines available to do the preparation and the efficiency of applying coatings to large areas at one time. Areas that have extensive guardrails, equipment supports or pipe penetrations will take longer and be more complex as the preparation and application must work around these obstacles.  In addition to the economy of scale, applying the surface coat across the entire aeration basin in one project creates a monolithic layer with fewer joints.  Consequently, the finished surface is better prepared to resist infiltration of water from weather or the treatment process.  
 
The proposed project will pulverize and remove the existing wear surface from the concrete aeration basin deck, which is approximately 50,000 square feet.  After making needed repairs to the underlying surface, the entire area will be coated with a polyurethane methacrylate material to protect the underlying concrete from weather and chemical erosion.  


Analysis:

The City of Reno held an open, competitive bid for this work with Farr Construction Corporation dba Resource Development Company being the lowest responsive and responsible bidder.  The current Capital Improvement Plan budget approved by the TMWRF Joint Coordinating Committee for the construction of this project will support the award of the bid in the amount of $1,817,600.00.  If approved, City of Reno staff will administer the contract and will be reimbursed by Sparks based on the pro rata ownership of TMWRF.  At the current ownership ratio of 68.63% for Reno and 31.37% for Sparks, the City of Sparks’s share for this project will be $570,181.12.



Alternatives:
  1. City Council may approve the reimbursement as presented by staff.
  2. City Council may reject the reimbursement and direct the City Manager to investigate alternatives.


Recommended Motion:

I move to approve the reimbursement to the City of Reno for the City of Sparks’s share of a construction contract with Farr Construction Corporation dba Resource Development Company for the Top Deck Recoating and Repair Project at the Truckee Meadows Water Reclamation Facility in the amount of $1,817,600.00 with the City of Sparks’s share being $570,181.12.
