Agenda Item Brief:

Staff requests City Council's approval to purchase four (4) Harris Symphony Radio workstations for Sparks Emergency Dispatch Center to accommodate the Sparks Dispatch expansion. The cost is $212,289.26, which includes hardware, software, accessories, and installation of the radio workstations. All of the Harris Symphony Radios used in Sparks Emergency Dispatch Center fall under the System Purchase Agreement between L3Harris Technology and Washoe County. Washoe County has approved using 911 surcharge funds to fully reimburse Sparks the purchase cost.

Background:
Currently, Sparks Emergency Dispatch Center has six (6) dispatch consoles with Harris Symphony Radios. These radio workstations are vital for communications between field units and dispatch. The Dispatch Center is scheduled for expansion from six (6) to ten (10) dispatch consoles in Spring 2021; expansion requires four (4) additional radio workstations to be fully functional.

The total cost of the four radio workstations is $212,289.26, which includes hardware, software, accessories, and installation of the radio workstations. All of the Harris Symphony Radios used in Sparks Emergency Dispatch Center fall under the System Purchase Agreement between L3Harris Technology and Washoe County. The Washoe County Board of County Commissioners approved reimbursing the City of Sparks for the full cost using 911 surcharge funds on February 23, 2021.

Analysis:

These four radio workstations s are necessary to expand dispatch operations and the purchase price will be fully reimbursed from 911 surcharge funds.

Alternatives:
  1. Council may approve the purchase of the Harris Symphony Radios.
  2. Council may reject the purchase of the Harris Symphony Radios and provide further direction to the City Manager.

Recommended Motion:
I move to approve the purchase of four (4) Harris Symphony Radio workstations for Sparks Emergency Dispatch Center, in the amount of $212,289.26, to be reimbursed from 911 surcharge funds.
