Financial Impact: One vehicle in the amount of $292,277.00 in Motor Vehicle Fund 1702. $310,000 was approved for project #21-7500Z in the FY21 Vehicle & Equipment Replacement Plan and $1,957,500.00 of budget authority is currently available. $181,113.75 of replacement funds have been collected in this fund for this purchase. General Fund annual maintenance and repairs costs will increase by $0.

Agenda Item Brief:

Equipment Services is requesting authorization to spend $292,277.00 to purchase one Schwarze Model M6TE Avalanche Mechanical Sweeper. The existing sweeper has reached the end of its useful service life and needs replacement due to high maintenance costs.  Public Works Maintenance utilizes sweepers daily to remove debris and dirt from City streets, alleys, and trails.  This equipment replacement was included in the FY21 Vehicle and Equipment Replacement plan. Staff recommends approval.



Background:
This request is for the replacement of vehicle #738D, a 2005 Sterling/Elgin mechanical rear broom sweeper. It has exceeded its scheduled life cycle, is worn out, and maintenance costs are exceeding its value and usefulness.
 
Sweepers are an integral part of maintenance for the City. They serve several functions that are beneficial to the public. They help to reduce airborne pollutants; they keep excessive amounts of debris and dirt out of our storm drain system and drainages; and they are utilized in the clean-up of accidents, flood deposits, and spills on the roadway.
 
Sweepers are used daily and due to the extremely harsh environment that these machines are subjected to their life expectancy is much shorter than other fleet equipment. Over time, staff has found that replacement of these machines is more cost effective that refurbishment.


Analysis:

In order to replace vehicle #738D, staff requests City Council's approval of spending $292,277.00 to purchase one Schwarze Model M6TE Avalanche Mechanical Sweeper. In sourcing this vehicle, the City utilized the “joinder” provision allowed under NRS 332.195, specifically joining the Sourcewell contract 122017-SWZ for purchasing this vehicle.  The Sourcewell contract provides high-quality products and large volume purchasing discounts. The City can join this contract and leverage those prices to the City’s benefit.



Alternatives:
1. Council could approve this purchase as outlined by staff.
2. Council could deny this purchase and provide direction to the City Manager.


Recommended Motion:

I move to approve the purchase of one Schwarze Model M6TE Avalanche Mechanical Sweeper from Schwarze Industries, Inc., through the Sourcewell contract and MME Equipment in the amount of $292,277.00.
