Title: Consideration, discussion and possible approval of the purchase of one 30” and one 42” Tideflex TF-1 Slip-on Flat-bottom Check Valve with Thimble Plate for the Truckee River Backflow Prevention Project, from Red Valve Company in the amount of $31,461.00.

Recommendation: Staff recommends that the Council authorize the purchase of one 30” and one 42” Tideflex TF-1 Slip-on Flat-bottom Check Valve with Thimble Plate for the Truckee River Backflow Prevention Project, from Red Valve Company in the amount of $31,461.00.
Financial Impact: This is a CIP project approved in FY2009-10 and budget authority will be made available via a budget adjustment from CIP 12-6805 Annual Drains System and Ditch Rehabilitation in the amount of $31,461. The funds will be encumbered using Account 604130, Program 10-091S.

Agenda Item Brief: Approve the purchase of one 30” and one 42” Tideflex TF-1 Slip-on Flat-bottom Check Valve with Thimble Plate for the Truckee River Backflow Prevention Project, from Red Valve Company in the amount of $31,461.00. As a portion of this project the backflow valves will be installed at two locations along the Truckee River. Staff recommends approval.
Background: Sites 2 & 4 of the Truckee River Backflow Modification Project are two of the of the three remaining of a total of eleven storm drain outfalls to the Truckee River to be modified with improved backflow modification. It is anticipated that the project to replace the existing headwall structures and install backflow check valves will go out to bid at the end of May, 2012, with construction commencing around July 23rd and completion by mid-September, 2012. Due to anticipated lead times for the Tideflex check valves on the order of seven weeks, the valves will be ordered and manufactured while the construction project is in the bidding process.
Analysis: This City of Sparks project will replace headwall structures and install backflow check valves at two locations along the Truckee River. Two suppliers of “duckbill” backflow check valves were contacted, however only the Tideflex valves are available in the “flat-bottom” configuration suitable for installation with the outfall structures designed for this project. The value of this purchase is below that required by a formal bid under NRS, and therefore would be exempt from bidding under NRS 332.115 (Sub 1A and 1d).
Alternatives: 1. The City Council could approve the purchase of the Tideflex TF-1 Slip-on Flat-bottom Check Valves as outlined by Staff. 2. The City Council could reject the purchase of the Tideflex TF-1 Slip-on Flat-bottom Check Valves and provide direction to the City Manager.
Recommended Motion: I move to purchase of one 30” and one 42” Tideflex TF-1 Slip-on Flat-bottom Check Valve with Thimble Plate for the Truckee River Backflow Prevention Project, from Red Valve Company in the amount of $31,461.00.
