Agenda Item Brief:

This Resolution would amend Resolution No. 3341, Management, Professional and Technical Employee Resolution, July 1, 2018 through June 30, 2021, to (1) clarify and increase the pay available for employees filling department head roles on a long-term basis, and (2) revise Appendix A regarding job class and salary ranges.



Background:

Resolution No. 3341 is the Management, Professional and Technical Employee Resolution for July 1, 2018, through June 30, 2021 (MPT Resolution). The MPT Resolution describes pay and other benefits for a wide range of professionals such as accountants, chemists, engineers, analysts in various departments, and planners. 

 



Analysis:

Resolution No. 3369 would make two changes to the current MPT Resolution. First, Appendix A would be amended by deleting the Human Resources Director position. The Human Resources Director position has been changed to an executive position, which is now governed by an individual employment agreement. This change is essentially a cleanup item.

Second, Resolution No. 3369 clarifies and increases the pay available to employees who are assigned to act as a department head on a long-term basis. Specifically, Section 2, Article D(3) of Resolution No. 3369 would allow the City Manager to provide a 5% pay increase if an employee subject to the MPT Resolution is assigned to act as a department head for more than 180 days. In the event such an employee is assigned to act as a department head for more than one year, the City Manager may provide an additional 5% pay increase. Once the employee is no longer assigned as an Acting Department Head, the employee's base salary must be returned to an amount within the salary range for the employee's position.

If City Council approves Resolution No. 3369, the revised MPT Resolution would take effect on February 1, 2021.

 



Alternatives:

1. City Council may approve Resolution No. 3369 as recommended by staff.

2. City Council may reject Resolution No. 3369 and give further direction to the City Manager.



Recommended Motion:

I move to approve Resolution No. 3369, amending Resolution No. 3341, the Management, Professional and Technical Employee Resolution, effective February 1, 2021.
