Title: Consideration, discussion and possible approval of a consulting agreement (AC-5729) with Stantec Consulting Services Inc. for the design of the Alarm System Upgrade at the Truckee Meadows Water Reclamation Facility (TMWRF) in the amount of $55,800 dollars, with the City of Sparks’ share being $20,400.48.

Recommendation: Staff recommends City Council approve the agreement with Stantec to provide the design and bid package for the TMWRF Alarm System Upgrade.
Financial Impact: $55,800. This project will be funded through the TMWRF Operational Budget and managed by TMWRF Staff. With costs shared between Sparks and Reno pro rata based on plant flow. With the current flow split of 36.56% Sparks/63.44% Reno, the City of Sparks portion of the agreement will be $20,400.48.

Agenda Item Brief:

City staff is asking the City Council to approve an agreement with Stantec Inc. for the design of the TMWRF Alarm System Upgrade.  The current alarm system is antiquated and no longer meets the needs of the facility.  The new system will provide process as well as safety alarms for the facility.  



Background:
The Truckee Meadows Water Reclamation Facility treats the majority of the municipal wastewater for the Truckee Meadows and all of the wastewater for the City of Sparks.  The facility is regulated on 20 different discharge limits for the treatment plant effluent that is returned to the Truckee River. 
 
The facility alarm is the notification system to plant staff of issues including flow problems, system issues and process alarms. It is also the emergency alert system that would signal a plant wide emergency or evacuation. The facility wide alarm system was installed during the original build in 1964, with significant upgrades during the 1990s.  The current alarm system consists of technology and components that are no longer easily sourced for repair or replacement.  Additionally, the current system is audio only; industry standard is for alarm systems to have both audio and visual alerts.


Analysis:
Stantec Inc. prepared a preliminary engineering report for the alarm system project in 2018 that identified deficiencies and provided options for replacement of the alarms.  Staff is now seeking an agreement for the detailed design of the new alarm system.  Stantec Consulting was selected as they have the necessary experience with alarm systems that are low voltage communications systems rather than standard electrical systems. 
 
This project will be funded through the TMWRF Operational Budget and managed by TMWRF Staff.  With costs shared between Sparks and Reno pro rata based on plant flow.   With the current flow split of 36.56% Sparks/63.44% Reno, the City of Sparks portion of the agreement will be $20,400.48.


Alternatives:
1. City Council could approve the agreement as presented by staff.
2. City Council could reject the contract and direct the City Manager to have staff investigate alternatives.


Recommended Motion:

I move to approve the consulting agreement (AC-5729) with Stantec Consulting Services Inc. for the design of the Alarm System Upgrade at the Truckee Meadows Water Reclamation Facility (TMWRF) in the amount of $55,800 dollars, with the City of Sparks’ share being $20,400.48.
