Agenda Item Brief:

The U.S Department of Justice, Office of Justice Programs, Bureau of Justice Assistance has offered the City of Sparks a grant in the amount of $99,236 to fund overtime wages related to the Coronavirus Disease 2019 (COVID-19), for the City of Sparks Fire Department and Police Department.



Background:

The threat of exposure, given the highly contagious nature of COVID-19, has necessitated an abundance of caution regarding the isolation of employees once exposed or having exhibited influenza-like or COVID-19 related symptoms. The isolation of exposed employees has adversely affected staffing levels in an unprecedented manner as our Police and Fire departments have resorted to overtime in order to meet minimum staffing requirements necessary to maintain officer and firefighter safety standards.

This funding will be used by the City of Sparks to support overtime wage needs not supported by general funds or other grants.



Analysis:

The $99,236 grant will pay for approximately 1,182 hours of firefighter overtime and 909 hours of police officer overtime to address staffing shortfalls due to COVID-19. 



Alternatives:

1. Council may accept the Coronavirus Emergency Supplemental Funding grant award

2. Council may reject the Coronavirus Emergency Supplemental Funding grant award and provide further direction to the City Manager.



Recommended Motion:

I move to accept the $99,236 grant award from the the U.S Department of Justice, Office of Justice Programs, Bureau of Justice Assistance Coronavirus Supplemental Funding Program.
