Agenda Item Brief:

This project will upsize sections of the existing sanitary sewer in Tyler Way and 18th Street. The project was identified in the 2016 City of Sparks Sanitary Sewer Master Plan Update to provide necessary sewer capacity for future buildout and was approved in the FY20 Capital Improvements Plan.

Background:

The 2016 City of Sparks Sanitary Sewer Master Plan Update identified capital improvement projects for the sanitary sewer collection system reflecting the increase in growth and development throughout the city after the Master Plan was created in 2005. Upsizing the existing sewer in 18th St (from York Way to Tyler Way) and in Tyler Way (from 18th Street to 16th Street) was identified as a priority project.  The existing 10-inch and 12-inch sanitary sewer lines will be upsized to 15-inch lines. The project was approved as a part of the FY20 Capital Improvements Plan. Dyer Engineering performed the engineering design for the project.

Analysis:

Six bids were received at City Hall on April 15th, 2020 as a result of the formal bid process prescribed by statute. The engineer’s estimate was $1,309,000. Sierra Nevada Construction submitted the low bid for this project in the amount of $1,011,007.  A bid recap is provided below for Council’s review:
