Agenda Item Brief:

This project consists of installing structural liners in 70 sanitary sewer manholes throughout the City of Sparks. These manholes exhibited various signs of deterioration, primarily structural voids that allow groundwater to infiltrate into the manhole and sewer collection system, during recent annual inspections. This project was approved in the FY20 Capital Improvements Plan.  



Background:

The City of Sparks has nearly 10,000 sanitary sewer manholes as part of the sewer collection system.  Occasionally, manholes will deteriorate and require rehabilitation. Annual inspections have revealed that manhole deterioration has led to groundwater infiltration in approximately 200 sanitary sewer manholes, primarily located in northern Sparks where high groundwater is common. 

The scope of the manhole rehabilitation work includes sealing the interior voids of the manhole with an impervious grout.  Then, the entire interior surface of the manhole is coated with an epoxy liner which setups up to provide a waterproof structural liner that resists corrosion from gases common in sanitary sewer systems. 



Analysis:

Three bids were received at City Hall on April 22, 2020 as a result of the formal bid process prescribed by statute.    The engineer’s estimate was $703,120.  National Coating and Lining submitted the low bid for this project in the amount of $638,849.  H&R Plumbing and Drain Cleaning was determined to be a non-responsive bidder due to not self-listing as a sub-contractor, as required by NRS 338.141.  A bid recap is provided below for Council’s review:
