Title: Consideration and possible award of the 2012 Street Rehabilitation – Unit 2, Bid No. 11/12-023, PWP-WA-2012-161 to Spanish Springs Construction, in the amount of $591,444.

Recommendation: Staff recommends that Council award the the2012 Street Rehabilitation– Unit 2, Bid No. 11/12-023, PWP-WA-2012-161 to Spanish Springs Construction, in the amount of $591,444.

Financial Impact: This project is using funding resources from Transportation Systems Fund 1401 and Utility Funds 1631 and 1641. There is no General Fund impact. Appropriations are contained and remaining budget available within the approved 2011/2012 Capital Improvement Plan (CIP) under Pavement Management Program, Street Surfaces, Corrective and Rehabilitation components, CIPs 12-0501 and 12-0502; and Sidewalk Rehabilitation component, CIP 12-0503; and Annual Road Ahead Project Coordination - Sewer and Drains Projects, CIPs 12-6613 and 12-6803. Based work performed up to $221,952.15 of expenses will post to Account 603190, Repairs and Maintenance using 12-0501-101; up to $230,680.90 of expenses will post to Account 603190, Repairs and Maintenance using 12-0502-101; up to $58,697.32 of expenses will post to Account 603190, Repairs and Maintenance using 12-0503-100; up to $5,267.17 of expenses will post to Account 604150, Sewer Lines using 12-6613-100; and up to $74,846.46 of expenses will post to Account 604130, Drainage Systems using 12-6803-100.

Agenda Item Brief: Consideration and possible award of the the2012 Street Rehabilitation– Unit 2, Bid No. 11/12-023, PWP-WA-2012-161 to Spanish Springs Construction, in the amount of $591,444. Staff recommends that council award the contract.

Background: This project will remove and replace rundown curb and gutter, sidewalk, and reconstruct the roadway with new asphalt on Richards Way from Pyramid Way to Probasco Way. New sidewalk will be installed, from Kim Way to Probasco Way, to provide better pedestrian access to the Senior Center and the City of Sparks Recreation Center.

Analysis: This 2012 Street Rehabilitation Unit 2 project is part of the City’s Transportation System - Pavement Management Program. The project was prioritized through the City’s Pavement Management System and outlined in the 5 year Program of Projects. The project scope identifies the need to remove and replace rundown curb gutter, driveway approaches, and reconstruct the roadway with new asphalt on Richards Way from Pyramid Way to Probasco Way. The section of roadway from Kim Way to Probasco Way currently does not have sidewalk. In this area dilapidated curb and gutter will be removed and replaced and new sidewalk will be installed to provide better pedestrian access to the Senior Center and the City of Sparks Recreation Center. The City of Sparks received four (4) qualified bids for this project, which were received March 22, 2012 at 1:45 p.m. and opened on March 22, 2012 at 2:00 p.m. A bid summary of the qualified bidders is shown below: • Spanish Springs Construction $591,444 • Sierra Nevada Construction $607,007 • A&K $660,680 • Granite Construction $686,686

Alternatives: 1. City Council could award the project as outlined by Staff. 2. City Council could reject the proposed project and provide direction to the City Manager.

Recommended Motion: I move to award the 2012 Street Rehabilitation Unit 2 project to Spanish Springs Construction, in the amount of $591,444.
