Financial Impact: Cost associated with the fiscal year is $36,085. This expense will be charged to Fund 5605, Account 603235 (Professional Services – Engineering), under Program 131500, TMWRF Administration. Following quarterly reconciliation of TMWRF’s operating expenses, affecting the Sanitary Sewer Operations Fund (1630); Sparks is expecting reimbursement from the City of Reno based on the percentage flow split, of the actual cost of this contract.

Agenda Item Brief: Staff is asking City Council to approve a contract with Broadbent and Associates to perform air quality modeling and potential emission control consulting services at TMWRF. Broadbent previously sampled and tested the air quality and now this is a continuation of services to model the results in order to establish a total emissions inventory and possible consult on emission control devices if needed.


Background: Under the Clean Air Act, air emissions from the Truckee Meadows Water Reclamation Facility (TMWRF) are regulated by the Washoe County Health District (WCHD). Regulations require TMWRF to conduct a study to evaluate the quantity and quality of air quality emission. This study is called the Potential to Emit Emissions Inventory. Working in conjunction with the WCHD, Broadbent and Associates performed the first part of this study. An analysis of the emissions created during the operational use of biogas was conducted and the evaluation was completed on February 17, 2012. Cost for this analysis was $24,174.

Analysis: The next step in the process is to model the results to determine total emissions inventory from all of TMWRF’s operational processes. Costs for this step will be $11,085. Depending on the outcome of the total emissions inventory, additional assistance may be sought for evaluating emission control technologies. The complete extent of this assistance won’t be realized until the modeling results are completed. An estimated cost for the consulting services is $25,000. The information from the modeling results will be used to create an updated air quality permit.

Alternatives: 1. Council could direct staff to provide other alternatives.

Recommended Motion: I move to approve a contract with Broadbent and Associates for air quality modeling and potential consulting services at TMWRF in the amount not to exceed $36,085.
