Agenda Item Brief:

The Federal Emergency Management Agency (FEMA) requires that each jurisdiction adopt a Multi-Hazard Mitigation Plan on a 5-year cycle.  An updated plan was produced with experts from the various public safety disciplines throughout the County as well as private businesses and citizens. The plan includes the cities of Sparks and Reno, the Reno-Sparks Indian Colony, the Pyramid Lake Paiute Tribe, TRFMA, as well as the North Lake Tahoe Fire Protection District (NLTFPD) and Truckee Meadows Fire Protection District (TMFPD). The plan was presented to citizens in four public meetings and has been approved by the State of Nevada and FEMA. To enable the jurisdiction to receive FEMA Hazard Mitigation grant funds, the final step in this process is formal adoption of the plan.



Background:

In 2003, Washoe County formed a Hazard Mitigation Steering Committee and Planning team to develop the County’s first Hazard-Mitigation Plan, published in 2005. In 2009, the Washoe County began the five-year update of the Plan. As FEMA encourages a regional approach to mitigation, Washoe County worked closely with the cities of Reno and Sparks, the Reno-Sparks Indian Colony, the Pyramid Lake Paiute Tribe, and the TRFMA to produce the Region’s first Regional Hazard Mitigation Plan published in 2010.

In 2015, the aforementioned Regional Partners worked closely again to prepeare the five-year update of the Plan. The Plan was produced with experts from various public safety disiplines (including Sparks Fire, Police, Public Works, Community Development, Emergency Management  and Safety) as well as private businesses and citizens.

 

 

 



Analysis:

In 2019, the aforementioned Regional Partners with the addition of Truckee Meadows Fire Protection and North Lake Tahoe Fire Protection District worked together to complete the 2020 Hazard Mitigation Plan. The Plan was presented to citizens in seven public meetings. The Plan has been approved by the State of Nevada and FEMA. The final step in the process is formal adoption of the Plan by each of the Regional Partners.



Alternatives:

1. City Council may adopt the Resolution adopting the 2020 Washoe County Regional Hazard Mitigation Plan.

2. City Council may reject the Resolution and provide further direction to the City Manager.



Recommended Motion:

I move to adopt Resolution (R-3360) adopting the 2020 Washoe County Regional Hazard Mitigation Plan.
