The Board of Trustees for the Western Regional Water Commission has one (1) vacancy for a two year term, commencing on April 1, 2020 through March 31, 2022. The vacancy is for a representative of the Truckee Meadows Water Reclamation Facility.
Background:
The State Legislature created the Western Regional Water Commission (WRWC) through approval of the Western Regional Water Commission Act on June 14, 2007 (Chapter 531, Statutes of Nevada 2007). Section 25 of the Statute establishes that the WRWC must be directed by a Board of Trustees (Board) and prescribes, among other things, the composition of the Board. Section 25 (1) (d) of the act requires one member of the Board to represent the Truckee Meadows Water Reclamation Facility (TMWRF). The Cities of Reno and Sparks, as joint owners of TMWRF, have agreed to rotate the TMWRF representative on the WRWC Board between the two Cities. The TMWRF Joint Coordinating Committee serves as a recommending body to the Reno and Sparks City Councils for the TMWRF representative to the WRWC.
Analysis:
Councilman Donald Abbott is the current TMWRF representative to the WRWC Board. Councilman Abbott's term expired on March 31, 2020 and a new representative must be jointly appointed by the Reno and Sparks City Councils to serve a two-year term beginning April 1, 2020 through March 31, 2022.
On March 11, 2020 the TMWRF Joint Coordinating Committee voted to recommend City of Reno Councilmember Bonnie Webber to represent TMWRF on the WRWC Board. On April 8, 2020 the Reno City Council voted to appoint Council Member Webber as the TMWRF reprentative to the WRWC Board.
Alternatives:
- Council may approve the appointment.
- Council may reject the appointment and provide further direction to the City Manager.
Recommended Motion:
I move to approve the joint appointment of Reno City Councilmember Bonnie Weber to represent the owners of the Truckee Meadows Water Reclamation Facility on the Board of Trustees of the Western Regional Water Commission for a two-year term ending March 31, 2022.
