Agenda Item Brief:

The Police Department is requesting authorization to replace all of the SWAT Team's current heavy vests/armor with rifle rated plates as the current vests and plates have reached the end of the 5-year useful lifecycle. The Police Department needs to purchase 22 of these vests with armor and the funds have been included in the current budget.

Background:

The Police Department SWAT Team's previous heavy vests/armor and rifle rated plates were NIJ (National Institute of Justice) certified to an industry standard 5-year lifecycle. Those vests have now expired and need to be replaced. The new vests and rifle plates from Armor Express will also have a 5-year lifecycle and are certified to the NIJ standard.

Analysis:

The Police Department obtained three (3) bids for heavy vests/armor and rifle rated plates. Two (2) of the bids met department requirements and NIJ certification; one (1) bid did not meet department requirements and NIJ certification.

First Spear/First Tactical $89,474.00
Crye Precision - Did not meet NIJ certification standards and did not meet Department requirements.

Alternatives:

1. Council could approve this expenditure as requested.

2. Council could reject this expenditure and provide direction to the City Manager.

Recommended Motion:

I move to approve the purchase of 22 vests/armor with rifle rated plates for the Police Department SWAT Team from Armor Express/Reno Uniforms in the amount of $70,179.78.
