Agenda Item Brief:

Staff recommends that the City Council approve the purchase of a 700 horsepower (HP) electric motor from Kaman Industrial Technologies to replace a failed motor in the effluent reuse pump station at the Truckee Meadows Water Reclamation Facility in an amount not to exceed $56,587.00.



Background:

The Truckee Meadows Water Reclamation Facility (TMWRF) utilizes four 700 HP electric motors to pump reclaimed water to customers throughout the Truckee Meadows region. Supplying reclaimed water to the Truckee Meadows for reuse in lieu of discharging to the Truckee River reduces the amount of nutrient loading to the river and is an important component in the Truckee Meadows Water Reclamation Facility maintaining compliance with its discharge permit.



Analysis:

One of the 700 hp electric motors in the TMWRF Effluent Pump Station suffered a catastrophic failure on October 27, 2019.  This motor was approximately 18 years old at the time of the failure.  The motor was subsequently removed from the pump station and sent to and electric motor maintenance facility for analysis.  While the exact cause of the motor failure could not be established it was determined that it was not cost effective to repair it.  Consequenlty, the City of Sparks purchasing department solicited quotes for a replacement motor.  Kaman Industrial Technologies submitted the lowest responsive quote.

If approved the motor will be purchased through the TMWRF Operational budet and the cost will be shared pro-rata between Sparks and Reno based on plant ownership .  Based on the current ownership split of 31.37%  Sparks / 68.63% Reno, the City of Sparks's share of this purchase will be $17,751.34.

 



Alternatives:

1.  City Council may approve the purchase as presented.

2.  City Council may reject the purchase and provide further direction to the City Manager.

 

 



Recommended Motion:

I move to approve the purchase of a 700 horsepower electric motor from Kaman Industrial Technologies for the Truckee Meadows Water Reclamation Facility (TMWRF) in an amount not to exceed $56,587.00 with the City of Sparks's share not to exceed $17,751.34.
