Agenda Item Brief:

The Police Department is requesting authorization to purchase replacement gas masks for all sworn officers as the current masks are not compliant with OSHA standards. The purchase would include 130 canister gas masks, manufactured by 3M/Scott Safety, the associated canisters, and mask carriers. This equipment purchase is necessary to ensure officer safety.



Background:

The Police Department's existing Avon C50 gas masks have expired, are not compliant with OSHA standards and are no longer supported with updated canisters. As a result, this safety equipment must be replaced.

 



Analysis:

New 3M/Scott Safety masks will be certified and compliant with both OC/CS/CN applications (crowd control, tear gas, pepper spray), as well as CBRNE (Chemical, Biological, Radioactive, Nuclear, and Explosive).

This expenditure is exempt from the bidding requirement under NRS 332.115(3), however, the 3M/Scott Safety masks were both widely preferred by the officers who use the equipment and about $19,000 cheaper than an alternative model also evaluated for purchase by the Police Department. Additionally, 3m/Scott Safety is providing the canisters for OC/CS/CN applications for free, and the CBRNE canisters at a discounted rate.



Alternatives:

1. Council could approve this expenditure.

2. Council could reject the expenditure and provide direction to the City Manager.



Recommended Motion:

I move to approve the purchase of 130 3M/Scott Safety gas masks for the Sparks Police Department, from Mallory Safety and Supply LLC, in the amount of $54,925.00.
