Title: Consideration, discussion and possible approval of a consulting agreement (AC-5654) for construction management services with AECOM Technical Services, Inc. for the Truckee Meadows Water Reclamation Facility (TMWRF) Raw Sewage Pump Station Switchgear and LVDC-1A Switchboard Rehabilitation Project in the amount of $298,200 with the City of Sparks's share being $93,545.34.

Agenda Item Brief:

Staff requests City Council approve the consultant agreement with AECOM Technical Services Inc. to provide construction management services for the RSP Switchgear LVDC 1A Switchboard project at TMWRF.  This project will replace ageing electrical components in order to ensure reliable service from a critical treatment plant process. The construction management services will ensure the project is constructed properly and in accordance with all applicable codes with approved materials. These services are beyond the ability of TMWRF staff to provide.



Background:

This project includes the replacement of the 2400-volt Raw Sewage Pump Station Switchgear, Low Voltage Distribution Center (LVDC) -1A switchboard and transformer that is 25 years old and is at the end of its useful and reliable life.  Additionally, the switchboard in LVCD 1A is showing signs of failure, particularly it is having switching difficulties.  The proposed replacement of this electrical equipment will help to maintain a reliable and redundant power supply to key TMWRF process facilities.



Analysis:

TMWRF does not have the capacity on staff to provide these necessary services to support the project, consequently the proposed scope of work is necessary to ensure the rehabilitation project is completed in accordance with the project plans and specifications and applicable electrical codes.  The proposed construction management services agreement will provide the necessary inspection and oversight to ensure the project is complete and reliable.

In accordance with the interlocal agreement, The City of Reno will administer the agreement and will be reimbursed for a portion of the costs by the City of Sparks. The City of Reno and the City of Sparks share the cost of this project based on the pro-rata ownership of TMWRF.  The ownership split is currently 68.63 percent for Reno and 31.37 percent for Sparks. Consequently, the City of Sparks’s share of the proposed agreement is up to $93,535.34.  This project is included in the approved TMWRF Capital Improvement Plan.



Alternatives:
  1. Council can approve the agreement as presented by staff.
  2. Council could deny the agreement and provide direction to the City Manager.


Recommended Motion:

I move to approve the consulting agreement for construction management services with AECOM Technical Services, Inc. for the Truckee Meadows Water Reclamation Facility (TMWRF) Raw Sewage Pump Station Switchgear and LVDC-1A Switchboard Rehabilitation Project in the amount of $298,200 with the City of Sparks's share being $93,545.34.
