Agenda Item Brief:

Staff requests City Council approve the reimbursement to the City of Reno for the City of Sparks’s share of a construction contract for the rehabilitation of the Raw Sewage Pump Station Switchgear and LVDC-1A Switchboard.  This project will replace ageing electrical components in order to ensure reliable service from a critical treatment plant process.



Background:

This project includes the replacement of the 2400-volt Raw Sewage Pump Station Switchgear, the Low Voltage Distribution Center (LVDC) -1A switchboard and transformer and related components.  These components are 25 years old and are at the end of their useful and reliable life.   Additionally, the switchboard in LVDC 1A is showing signs of failure.  The proposed replacement of this electrical equipment will help to maintain a reliable and redundant power supply to crucial TMWRF process facilities. 

To address the need to maintain a safe and reliable power supply to crucial TMWRF facilities the design engineer, AECOM Inc, in concurrence with TMWRF staff, identified necessary improvements needed to maintain system reliability and redundancy.  Plans for these improvements include the replacement of the 2400-volt Raw Sewage Pump Station Switchgear, the replacement of the LVDC-1A switchboard and transformer, and necessary related equipment and appurtenances.



Analysis:

The City of Reno held an open, competitive bid for this work on January 16, 2020. The lowest responsive and responsible bidder was Nelson Electric Co., Inc.  The current CIP budget approved by the TMWRF Joint Coordinating Committee for the construction of this project will support the award of the Bid in the amount of $1,010,950.  The City of Reno will manage this construction project and will be reimbursed by the City of Sparks’s pro-rata based on TMWRF ownership.  With the City of Sparks owning 31.37% of TMWRF, the reimbursement to the City of Reno will be up to $317,135.01.



Alternatives:
  1. Council could approve the reimbursement as presented by staff.
  2. Council could reject the reimbursement and provide further direction to the City Manager.


Recommended Motion:

I move to approve reimbursement of up to $317,135.01 to the City of Reno for Sparks’s share of a construction contract with Nelson Electric Company Inc. for the Raw Sewage Pump Station Switchgear and LVDC-1A Switchboard Rehabilitation Project at the Truckee Meadows Water Reclamation Facility.
