Title: Consideration, discussion, and possible approval of a construction contract (SRA-AC-318) for the 2020 Downtown Safety Barricades – Phase 1 Installation Project, Bid No. 19/20-015, PWP-WA-2020-081, with A & K Earthmovers in the amount of $215,000.

Recommendation: Redevelopment Agency approve the construction contract with A&K Earthmovers.
Financial Impact: $215,000 will be charged to Fund 3401 Redevelopment Area 1, Program 20-3401A Downtown Barricades Phase 1 Project, and Account 604060 Site Improvements. This project was not in the FY20 CIP therefore was not included in the FY20 budget. Funds are available; however, and a budget augmentation will be brought to the Redevelopment Agency at a later date to cover these costs.

Agenda Item Brief:

Community Services is requesting approval of a construction contract to install high security, safety barricades and bollards for the Downtown Safety Barricades Project – Phase 1. The equipment, which is a combination of an in-ground barricade system and fixed and removable bollards, was previously purchased by the City of Sparks and will be provided to the contractor. Refer to the attached vicinity map for installation locations. The project advertised on December 4, 2019. On December 18, 2019, the City of Sparks received six (6) qualified bids for this project on. A&K Earthmovers submitted the low bid in the amount of $215,000. A budget augmentation will need to be brought forward to augment Fund 3401.



Background:

Event safety and security for special events is a high priority for the City of Sparks. The City’s downtown area brings in numerous events that attract large volumes of visitors. The City is making it a priority to provide additional protection again outside threats seeking to make large impacts on life and safety. At the December 9, 2019 Redevelopment Agency meeting, the Agency approved an expenditure to purchase high security barricades and bollards from Delta Scientific.



Analysis:

The project scope identifies installation of an inground barricades system and the installation of fixed and removeable bollards, all of which include steel reinforced concrete foundations, within the City of Sparks Town Center Redevelopment Area, also referred to as Redevelopment Area 1. The installation areas are identified the attached vicinity map.

The City of Sparks received six (6) qualified bids for this project. Bids were received December 18, 2019 at 1:45pm and opened at 2:00pm.

Alternatives:
  1. The Redevelopment Agency could approve the construction contract as outlined by staff.
  2. The Redevelopment Agency could reject the proposed construction contract and provide direction to the Chief Administrative Officer.


Recommended Motion:

I move to approve construction contract (SRA-AC-318) for the 2020 Downtown Safety Barricades – Phase 1 Installation Project with A&K Earthmovers in the amount of $215,000.
