Agenda Item Brief:

Due to the existing surface condition of the Burgess Park Tennis Courts, the courts are in need of reconstruction.  Refer to the attached vicinity map for the location of the tennis courts. The proposed project consists of the removal of the existing asphalt tennis court surface and construction of new asphalt surface for two tennis courts and one pickleball court.   



Background:

During the past ten years, staff has worked with a local contractor doing patch repairs of cracks at the Burgess Park Tennis Courts.  The cracking of the courts has now reached a point that a full replacement or overlay with a cushion pad system is required to keep the courts functional.

Parks & Recreation and Community Services Engineering staff reviewed possible rehabilitation and resurfacing options for the Tennis Courts at Burgess Park.  Refer to the attached vicinity map for the tennis court location.  Based on review of the possible products and methods, staff developed a bid that allowed contractors to either install a monolithic pad system over the existing asphalt (Option 1) or removal/replacement of existing asphalt with a new acrylic surface (Option 2).   

During review of the site with Engineering and Parks staff, it was determined that with the new improvements two courts would be reconstructed for tennis with new lines and nets and one court dedicated for picklball with new lines and a pickleball net.



Analysis:

The project was advertised on November 27, 2019 and one addenda was issued during the bidding process.  Two (2) bids were received at City Hall on December 19, 2019 as a result of the formal bid process.  Both bidders submitted bids for Option 2, removal/replacement of existing asphalt.  The bid received from Sierra Nevada Construction, Inc., was the lowest responsive bid in the amount of $139,007, which includes an $8,000 force account.  The contract for the project has been attached for reference.  A bid summary of the bidders is shown below for review:

Alternatives:
  1. Council could approve the project contract as outlined by staff.
  2. Council could reject the proposed project contract and provide direction to the City Manager.


Recommended Motion:

I move to approve construction contract (AC-5649) for the Burgess Tennis Court Improvement Project with Sierra Nevada Construction in the amount of $139,007.
