Agenda Item Brief:

Staff recommends approval of a service and licensing agreement with iland Internet Solutions Corporation for real-time cloud backup services. The use of this service will allow staff to resolve the shortcomings that exist with traditional backup solutions where the most recent City files and data, within the last 24 hours, would be unrecoverable. This will enable staff to recover from adverse events such as viral attacks, network intrusions (hacks) and/or natural disasters with little risk of significant loss.



Background:

As part of the Fiscal Year 2020 CIP plan for major systems, an upgrade was presented that proposed an expansion and upgrade of the City's existing backup system. The need for this upgrade was identified as the result of two different occurrences of viral ransom-ware attacks the City experienced in 2016 and 2017. These attacks effectively destroyed a large number of City files and data, data that would've been lost outright without a backup solution. One of the shortcomings of our existing backup solution is that, it has no capability to recover files and data generated within the last 24 hours. It is this 24 hour window that was the catalyst to finding an alternative or upgrade to the existing system.



Analysis:

The solution being presented is a real-time cloud backup system from iland Internet Solutions Corporation that will help resolve the aforementioned shortcoming. The solution will accomplish this by providing staff with two important benefits: the first is the ability to implement a tool that augments our existing backup solution for critical City files and data, and narrows the 24 hour gap to just 15 seconds.

The second benefit is that the proposed system also replicates our critical server resources (data center) in the cloud. This will have the effect of not only safeguarding our files and data, but also our data center. In effect, we could continue operating our critical systems should we encounter an event (such as a fire, flood, etc.) that disrupts our ability to physically operate our data center here at City Hall.



Alternatives:
  1. Council may approve the agreement as outlined by Staff.
  2. Council may reject the agreement and provide direction to the City Manager.


Recommended Motion:

I move to approve the service and licensing agreement (AC-5624) with iland Internet Solutions Corporation in the amount of $104,470.92 per year.
